If previously the ban was temporary (for 6 months) and extended in case of non-payment of the debt, now such decisions are unlimited and are valid until the debt is paid and enforcement proceedings are completed. “A measure such as a travel ban has evolved from being applied manually in individual situations to being used almost constantly. That is, this has become a general rule: if the debtor has a debt amount of more than 30 thousand rubles, then a sanction such as restriction of travel outside the Russian Federation can be applied. Special control includes alimony, harm to life and health. Committing a crime is a special category.
And for any debts, even ordinary loans, banks, microfinance organizations, and collection agencies carefully control that their clients with relevant debts are subject to this travel ban if they have a foreign passport.”
The situation became more complicated with the introduction of the Single Tax Account (STA). This method of accounting for accrued and paid taxes has become available to Russians since 2023. The system works in such a way that the taxpayer cannot manage his payments. And if, for example, there is a process of challenging one of the fees, it is already reflected in the database as a debt. Border services are guided by this data, explained Vadim Tkachenko, partner of the VvCube consulting group:
“Payments that leave the current account and go to the Unified Tax Service cannot be controlled by the taxpayer. The tax authority itself already does this and writes off payments that should be made as a matter of priority.
If these are penalties for the previous period, if these are previous debts that have not been repaid, they will be written off forward. Then current payments will be debited. That is, the taxpayer may not even know what operations must take place.
There are situations when a person thinks that he has paid current taxes, but in fact they were written off in a completely different way. The only option to avoid problems associated with additional charges, penalties, and other things is to ask for a reconciliation with the Federal Tax Service and see what payments were made and for what. Therefore, if you come to the check-in counter or passport control and realize that there are restrictions on travel, it is unlikely that anything will help you make your trip.”
