The plenary meeting of the State Duma on Tuesday, September 27, was marked by an unprecedented number of protocol instructions considered. Eleven out of twelve were considered. Not all were accepted. What is the principle of acceptance or rejection is little clear. It rather depends on who you run into. Well, plus the penetrating ability of the author.

The Duma cannot entrust something to the executive branch. The instruction is given, depending on the topic, to the profile committee, and on behalf of the Duma, it requests the appropriate department.

Even an unaccepted document plays some role. Therefore, if some ministry is unable to respond to the Duma, through their people in the committee, they try to persuade the author to withdraw his draft.

For example, the United Russia Orthodox Konstantin Zatulin, in connection with the tragedy at the Izhevsk school, proposed to restore the death penalty.

“Yesterday’s monstrous murders at a school, at a school in Izhevsk, force, it seems to me, to return to the question of restoring capital punishment – the death penalty.

I propose to instruct the relevant committees, the Council and the Chairman of the State Duma to hold urgent consultations with the president, the government, law enforcement and judicial authorities to establish capital punishment by court sentence for the organizers and perpetrators of terrorist acts against children and youth in schools, kindergartens, hospitals, secondary special and higher educational institutions, leading to mass deaths of people,” Zatulin said in the morning when discussing the agenda.

In recent months, the public discussion in the country is increasingly slipping into a strange format, and these oddities cannot bypass the deputies. The pro-Kremlin crowd expresses unpleasant surprise at Putin’s cautious policy, without calling him directly. One of the first to start was Maria Zakharova several years ago. None of this happened. Practically nothing has changed in the organization of science. There is a lot of talk about education, but in essence it changes little, more in form. The pricing system remains abroad under the control of unfriendly countries.

The big banks remain at the center of everything. They rule even over developers, significantly increasing the cost of construction. As a result, a formal instruction from the Deputy Chairman of the Duma, Anna Kuznetsova, was adopted.

“The tragedy in the city of Izhevsk, as well as the existing new challenges and threats in the field of national security, require urgent and comprehensive measures from the Government of the Russian Federation.

The legislative activity of the Duma this week is focused on benefits for conscripts – credit holidays, exemption from penalties and fines for deferred payments for housing and communal services, job retention. A volitional decision has been made, but not everything is clear and there are risks. For example, banks will stop issuing loans to men of military age. And, of course, they will raise interest rates on loans to compensate for losses.

In my opinion, loans are like VAT or public procurement laws. Life on credit is meanness, mortgage noose. All this should be canceled completely, and not simplified for someone at the expense of others.

A not very logical bill on the medical rehabilitation of drug addicts was adopted in the first reading. The document was submitted by the government under the title “On Amendments to Article 54 of the Federal Law “On Narcotic Drugs and Psychotropic Substances.”

The Russian model of combating drug addiction is based on systemic inefficiency – treatment is purely voluntary.

The bill provides, in particular, for the provision of social and labor services aimed at providing assistance in finding employment and in solving other problems related to labor adaptation. Provision of state social assistance, incl. based on the social contract. Well, and so on …
