The State Council of Crimea discussed the morality of vacationers. Police representatives proposed introducing administrative liability for appearing naked in public places on the territory of the republic, including on the beaches. The deputies supported the idea, promising to work out the issue at the legislative level. And the speaker of the State Council, Vladimir Konstantinov, complained that adult nudists take children to the beaches with them, which “contradicts our values.” He scolded the police for what he thought was inexplicable “softness” towards naked citizens.

In the State Council of Crimea on February 14 took place meeting of the committee on tourism, resorts and sports. On it, the representative of the Ministry of Internal Affairs of Crimea, Olga Alekseeva (who oversees work on juvenile affairs, as well as the activities of district commissioners) proposed to legally regulate the issue of nudism. According to her, local and republican authorities need to pay attention to the work of nudist beaches, especially those that are not hidden from children’s eyes. “In Koktebel, for example, there are not even fences on the central embankment,” Ms. Alekseeva said. “But it is problematic to bring these individuals for being naked in accordance with the Code of Administrative Offenses, since there is no composition that falls under this type of behavior.”

The representative of the Ministry of Internal Affairs sees the solution to the problem in the amendment of the law of the Republic of Crimea “On Administrative Offenses in the Republic of Kazakhstan”. She proposed to include provisions on liability for being naked in public places, including on beaches.

Speaker of the Crimean State Council Vladimir Konstantinov assured that local legislators will work out this initiative at the legal level in order to understand the further prospects for its adoption. He added that no one is preventing law enforcement officers from behaving more harshly with naked vacationers already now. “This gentleness is inexplicable,” he scolded Ms. Alekseeva. “In some matters we say that we are acting harshly, but here it is completely incomprehensible. Nudists bring children with them, and in this form they are brought up. It certainly goes against our values.” As a result of the meeting, the heads of Crimean municipalities were recommended to take prompt measures to re-equip nudist beaches, as well as to move them away from the eyes of citizens.

The Committee on Legislation of the State Council of the Republic of Kazakhstan told Kommersant that the issue of punishment for “naked recreation” will be considered in the near future, but it will be about public places. The deputies promise to study the experience of neighboring regions. According to the State Council, nudists in Sochi have been held accountable for petty hooliganism since last summer. They are fined 500-1000 rubles, and the most persistent violators can be arrested for 15 days.

According to the Crimean Ministry of Resorts, there are nudist beaches in almost every resort corner of the peninsula, and most of them are wild. The most popular of them are in Koktebel, Ordzhonikidze, Lyubimovka, Fox Bay, Laspi, Evpatoria and Cape Kazantip.
