Starting today, December 11, the amount that convicts can spend on food and basic necessities has doubled – from 1.5 thousand to 3 thousand rubles. Corresponding changes have been made to the Criminal Procedure Code of the Russian Federation and the law “On the detention of suspects and accused of committing crimes.”
Among other innovations:
- convicts may be placed for forced labor in premises or non-permanent buildings, as well as in structures that meet the requirements for residential premises;
- those sentenced to forced labor may be subject to such a penalty as the abolition of the right to live with their family in rented or their own living space;
- convicts serving their sentences in penal colonies may be encouraged by permission to spend weekends and holidays outside the correctional institution;
- For good behavior, a conscientious attitude to work and training, and active participation in educational activities, convicts can also receive gratitude, a gift, a cash bonus, or permission to receive an additional parcel or transfer.
In May, the Constitutional Court (CC) declared it unacceptable to provide convicts in a pre-trial detention center with a smaller area than is required for accused and suspects who are also there. For cases where the “living space” does not reach the general standard, it is possible to introduce preferential credit for the time spent in a pre-trial detention center, the Constitutional Court indicated.
