Co-financing of PPP projects based on intergovernmental transfers exceeded 800 billion rubles

The Government of the Russian Federation co-finances more than 280 public-private partnership (PPP) projects on the basis of interbudgetary transfers in the amount of more than 823 billion rubles. Maxim Tkachenko, Senior Managing Director of the National PPP Center, spoke about this at conferences “PPP in Russia: Indicators and Prospects”, organized by Kommersant Publishing House.

“A unique mechanism that does not have an industry link and is carried out on a separate territory” – the mechanism of the Far Eastern and Arctic concession (Ministry of Development). “Two new instruments, for which there are already selected projects, but the market began to work with them not so long ago” – subsidies for the development of MSW management infrastructure (Ministry of Natural Resources, 199 billion rubles were allocated, four projects were launched for 13.3 billion rubles) and a subsidy for the development of toll roads (Mintrans). “And the already more or less proven ”business sprint”, the state program for the development of physical culture and sports. There is little money there, but quite an interesting growth of projects,” Mr. Tkachenko said. According to him, 9 billion rubles were allocated. to launch 70 projects, while 54 projects were submitted for 25 billion rubles. 24 projects have already been approved.

Intergovernmental transfers for the creation of campuses (Ministry of Education and Science) and the development of social service infrastructure (Ministry of Labor) stand apart, since, on the one hand, they are implemented in a pilot mode, on the other hand, manually. According to Maxim Tkachenko, in the first case, 300 billion rubles were allocated. to launch 25 projects (28 projects for 890 billion rubles were submitted, 18 projects were pre-approved), in the second – three projects worth more than 1.3 billion rubles were approved.

“We are really looking forward to such an opportunity in the healthcare sector – if not a state program, not a separate procedure for providing subsidies, then at least such an opportunity for primary care.
