This year, the Central Election Commission will conduct an experiment in which those in a pre-trial detention center will be able to vote in elections regardless of where the detention center is located, said Deputy Chairman of the Central Election Commission Nikolai Bulaev. According to him, this will help “to create the most convenient opportunities for the exercise of active suffrage for every citizen.”

“This year we will conduct an experiment, according to which people who are in a pre-trial detention center will have the opportunity to exercise their suffrage in elections to state authorities, regardless of which subject of the pre-trial detention center is,” Mr. Bulaev said at a meeting of the Central Election Commission (quote “ RIA News”).

He clarified that the CEC today, June 28, will also consider a draft resolution, which is aimed “on the possibility of exercising the right to vote in cases where the voter is outside his subject and we are talking about elections to state authorities of this subject.” “It will allow citizens to exercise the right to vote, first of all, the new four subjects,” added the deputy chairman of the CEC.

A law allowing the four regions annexed to Russia in September 2022 to hold their first Russian elections was submitted to the State Duma in March. He also assumed opening extraterritorial sites in the pre-trial detention center for prisoners who are outside the boundaries of their constituency. This will give them the opportunity to participate in municipal elections, since now temporary sites in places of deprivation of liberty are created only at elections at the federal and regional levels.
