By Putin’s decree, Ukrainian citizens are allowed to enter the Russian Federation using a Ukrainian passport

Russian President Vladimir Putin signed a decree establishing a list of documents required for a Ukrainian citizen to enter and exit the Russian Federation. You do not need a visa for this. According to the document, Ukrainian citizens are allowed to enter Russia, in particular, with a Ukrainian passport. Decree published on the official Internet portal of legal information.
The list of documents by which a citizen of Ukraine can enter the Russian Federation and leave Russia also includes:
- passport of a Ukrainian citizen for traveling abroad;
- diplomatic passport;
- service passport;
- birth certificate (for children under 16 years of age);
- passport of a citizen of Ukraine for travel abroad of the legal representative of a minor, indicating information about the child (if the citizen crosses the border with a minor);
- seaman’s identity card (if there is a ship’s role or an extract from it);
- ID card for returning to Ukraine (only for returning to Ukraine);
- aircraft crew member certificate.
It is noted that citizens of Ukraine can enter Russia with the above documents, even if their validity has expired.
The document also states that a minor citizen of Ukraine can leave the Russian Federation together with one of his legal representatives. If the departure is carried out without a legal representative, then the child must be accompanied by an adult capable person who has a power of attorney from one of the representatives.
In addition, the decree states that citizens of Ukraine, even without the above documents, can leave Russia across the land border if they have a copy of the conclusion on establishing the identity of a foreign citizen. This document is issued by the territorial body of the Ministry of Internal Affairs of the Russian Federation.
