The Russian government has approved the concept of reducing alcohol consumption for the period until 2030, reported TASS press service of the Ministry of Health of the Russian Federation. The Ministry of Health clarified that, according to the concept, ethanol consumption in Russia should be reduced to 7.8 liters per person per year by 2030. In 2023, this figure is 8.9 liters of ethanol per capita – an increase of 12.3%.

The department recalled that in 2009, the Russian government adopted a similar concept of reducing alcohol consumption among the population by 2020. As a result of its implementation in the Russian Federation, ethanol consumption per capita during this period decreased from 18 liters in 2009 to 8.8 liters in 2021.

The Ministry of Health clarified that the main goals of the concept are to reduce morbidity, disability and mortality due to alcohol consumption. The main objectives include strengthening the values ​​of a healthy lifestyle, developing systems for the prevention of alcohol abuse, as well as developing systems for medical rehabilitation and social adaptation of persons with alcohol dependence.

In addition, the ministry said the concept aims to strengthen alcohol prevention by improving early detection of harmful alcohol use. The concept also includes measures to reduce the inappropriate consumption of medicines, perfumes and cosmetics containing alcohol.

According to Rosalkogoltabakregulirovanie, in January-July 2023, retail sales of alcoholic beverages excluding beer, cider, and mead increased by 4% year-on-year, to 126.85 million decaliters. Thus, sales of cognac increased by 10%, to 7.49 million liters, alcoholic beverages with a strength of 25% – by 27.8%, to 7.63 million liters, still and sparkling wines – by 5.8%, to 42, 65 million decalitres.

According to research audit company FinExpertiza, in 2022 in Russia the consumption of strong alcohol increased by 7.5%. On average, over the past year there was 6.8 liters per person. Wine consumption, on the contrary, decreased by 5.5%, to 6.2 liters per person in the country. Beer consumption remained stable, sales of which decreased by only 0.06% in 2022, to 52.2 liters per person.
