Blue fuel for every home: how do gasification work in the Sakhalin Region

“Gas is a favorable ecological environment”

The Sergeyevs, a large family from the village of Khristoforovka in Yuzhno-Sakhalinsk, are looking forward to having gas in their house. Huge fuel costs and bad ecology. That’s what Sakhalin people want to get rid of.

“We really need gas, because heating a two-story residential building is very expensive. For example, 15 thousand rubles or more are spent on diesel fuel (for a liquid fuel boiler) per month. And winter on Sakhalin, as many people know, is long. It is especially difficult when you work alone in a family – the spouse is still at home with the baby, ”said Andrei Sergeev, head of the family, in an interview with a correspondent.

The father of three children applied for regasification in October 2021. The agreement on the supply of blue fuel to households ended up in his hands only in the summer of 2022.

“We had to wait for the contract for more than six months. I called the authorities, but it was practically impossible to get through. When this happened, after some time we signed an agreement on additional gasification – that we are obliged to supply gas until December 2023, which we are looking forward to, ”Andrei shared.

Sakhalin bought a gas boiler and a gas stove. The contractor completed work on internal gasification in his house – he laid pipes and made wiring to the boiler and kitchen. Simply put, the head of the family did not put off the chance to get blue fuel faster.

It should be noted that our interlocutor also mentioned the reconstruction of the central street of the village – Shosseinaya. During the road repair, which took place last summer [когда Андрей заключил договор с «Газпромом». – Прим. ред.], a South Sakhalin resident said that a representative of the local gas service came to the place. The specialist examined the sites, in particular, so that in the future it would not be necessary to “cut” new asphalt for the gas pipeline. Gas will be supplied to Andrey’s house from the neighbors.

“After talking with a representative of the company, I calmed down. After all, if the asphalt was broken, then the work would be delayed and, I think, for a long time, ”added the hero of the publication.

Andrey drew attention to the compensation of expenses for preparing the house for receiving gas. This, in his opinion, is an important measure of support.

“I took a contract with a contractor, design estimates, as well as documents confirming payment for services, documents for the ownership of the house and went to the municipal department. Compensation is 100%, but not more than 152 thousand rubles. Experts said that after checking the documents, which will take 14 days, the first amount will come – 90%, a little later the second – 10%, ”said the father of many children.

Andrei hopes that gas will appear in his house before the onset of cold weather – ahead of schedule. The wife and children of the man are also very much looking forward to when their house becomes warmer than usual.

“Gas is not only saving money, but also a favorable environmental situation. If as many gasified houses as possible appeared in our village, then the air would become cleaner. In the meantime, stove heating makes itself felt. As regards secondary gasification, there is one request: to simplify the paperwork procedure. Then people will start getting gas faster,” Andrey Sergeev concluded.

“Gas is great”

Tatyana and Gennady Kistanov are military pensioners. In 2007, they themselves built a house on July Street in Yuzhno-Sakhalinsk. They heated it with a coal boiler. During the season, local residents spent about 40 thousand rubles on heating. And for cooking they used liquefied gas in cylinders. To buy it, the family got registered. Enough stock for 3-4 months.

“We have been waiting for gasification for a very long time. Ten years have passed since the first announcement that our district will be gasified. We were offered to write an application to the village council of Khomutovo. They said that as soon as the funds for gasification will be allocated, the work will begin. Accordingly, as interested parties, we periodically asked when the gas would be installed. The chairman kept saying that the money would be at the end of the year. This is how we waited all this time, hoped, but faith was melting, ”said Tatyana Kistanova.

And in 2021, unexpectedly for everyone, work began on connecting the gas line to the household. The joy of the locals knew no bounds.

“Already in 2022, we received a call from the gas company, who asked us to bring all the documents for connection. On August 17, we applied. We could not believe that we would have gas. Already on August 25, gas was connected to our double-circuit boiler. Very pleased. Clean, cozy, very warm and comfortable. Of course, there is no comparison with a coal boiler. Life has changed for the better. We are calm. The equipment is set to a predetermined temperature in the living room, it is automatically regulated, it does not cool down, the house has become even warmer. Gas is great,” shared Tatyana Kistanova.

The family immediately applied for reimbursement of expenses from the regional budget. 152 thousand for connection plus 50 thousand for equipment were returned to the account within a month.

Tatyana noted that they did not have any difficulties with the connection documentation, but it turned out to be difficult to raise the necessary amount for pensioners.

“I had to borrow from friends. It would be great to conclude a tripartite agreement with organizations participating in gasification. Then the money for connection from the budget would be transferred immediately to their account. And work on gasification will go at a faster pace,” added Tatyana Kistanova.

“Saving 10 times”

Galina Petrova applied for a gas connection to her apartment on Central Street in Yuzhno-Sakhalinsk in 2019.

“I turned to Gazprom Gas Distribution Far East, collected all the documents according to the list. But then they demanded from me a questionnaire with the consent of the neighbors and their personal data, which is almost impossible to get. Many people don’t live here. They do have gas though. I could not get consent from two neighbors, ”Galina Petrova said in an interview with a correspondent for MK on Sakhalin.

Gazprom could not help the woman, she even wrote to the presidential administration, but received no answer. Then a local resident turned to lawyers in Khabarovsk. There she was explained that if these apartments make up less than 20% of the total area of ​​the house, then no consent is required.

“I turned to ZhEU-10, took the technical plan of the house, calculated what percentage of the area of ​​the house is occupied by these apartments. After I sent the documents to Khabarovsk. And only then I was included in the gasification program. I had to wait three years for this moment, ”shared Galina Petrova.

There was a waiting list of three months for installation work. At the beginning of 2023, gas was still supplied to Galina’s apartment. In addition, she has already returned part of the connection costs. Soon the woman will also receive compensation for the purchase of the boiler.

“Life has become more comfortable with gas. The savings on utility bills are enormous, since before everything was on electricity. I pay 10 times less,” Sakhalin said.
