Chairman of the Investigative Committee of Russia (TFR) Alexander Bastrykin proposed introducing a “heavy tax” for the use of migrant workers. In his opinion, this will help motivate employers to hire Russians. He did not name the amount of the proposed tax.
“In my opinion, it is also necessary to develop a mechanism for the economic motivation of entrepreneurs using Russian labor resources, providing for a significant tax for the use of foreign labor,” the head of the TFR announced his initiative in an interview with Interfax.
Mr. Bastrykin also believes that in order to “reduce social tension” it would be “advisable to form a roadmap to replace labor migrants with Russian citizens.” To do this, it is necessary to provide the Russians with a “decent level of social and labor guarantees,” the head of the TFR specified.
By data FinExpertiza, in 2022, 3.47 million foreign citizens came to work in Russia, which is a third more than a year earlier. Alexander Bastrykin said about the increase in the number of criminal cases involving migrants in the past year. Number of migrants deported from the country increased 2.5 times. Meanwhile the government contributed to the State Duma a draft law on the reorganization of migration registration.
