The Kremlin saw information about the “circulation of rubles” due to new rules for the return of export proceeds, said presidential press secretary Dmitry Peskov. He said that economic departments will check the data received.

“Vedomosti” reportedthat a business that receives revenue abroad in rubles is forced to change it to foreign currency, transfer it to Russian banks and change the currency to rubles again. One of the publication’s interlocutors called the current situation a circulation of rubles. Mr. Peskov was asked to comment on this information.

“We have seen these media reports. This is, of course, an issue that falls more within the realm of government. Of course, the economic bloc will probably check this information. At least he will pay attention to it,” the Kremlin representative assured during a press call.

In response to a clarifying question whether the mechanism for returning export proceeds could be adjusted, he replied that first it was necessary to check the information presented in the media. “I cannot say whether it was brought to the attention of the Cabinet of Ministers by participants in economic activity… If it is confirmed to one degree or another, then, of course, this issue will be studied,” Dmitry Peskov clarified.

October 11 Vladimir Putin signed a decree, according to which exporters from the closed list are required to credit their accounts in Russian banks with at least 80% of the currency received under export contracts, in order to then sell at least 90% of this amount on the domestic market. November 2 to the State Duma contributed a bill on penalties for failure to fulfill obligations to sell foreign currency earnings.
