The main road construction in Moscow will be completed in 2023, Moscow Mayor Sergei Sobyanin promised. This year, the ten-year program for the reconstruction of interchanges on the Moscow Ring Road will come to an end, the Moscow High-Speed ​​Diameter, the Southern Rocade, and the paid northern understudy of Kutuzovsky Prospekt will be opened for traffic. In the Moscow region this year, traffic will be launched along the entire M-12 highway to Kazan, including the section near Moscow, the Oktyabrsky bypass as part of the M-5 and a number of regional facilities.

Road construction plans for 2023 were announced by Moscow Mayor Sergei Sobyanin on his blog. By the end of the year, the mayor said, it is planned to complete the work and open traffic along the southern section of the Moscow High-Speed ​​Diameter (MSD; includes the North-Eastern and South-Eastern chords) – from the Entuziastov Highway to the Moscow Ring Road near Varshavskoye Highway. The northern section of the MSD, we recall, was opened in September 2022. Simultaneously with the diameter, Sergey Sobyanin said, in 2023 the “formation” of the Southern Rokada will be completed. Rokada, we recall, will connect the interchange of Rublevsky highway on the Moscow Ring Road and Kapotnya – the road includes existing streets and new sections. Most of the highway has already been built or reconstructed, it remains to complete the section from Kaspiyskaya Street to 1st Kotlyakovsky Lane in Tsaritsyno and the MKAD junction – Upper Fields Street.

Another facility, the construction of which is being completed this year, is the northern understudy of Kutuzovsky Prospekt. Starting from Moscow City, it will run along the Belarusian direction of the Moscow Railway to the intersection of the Moscow Ring Road with Molodogvardeyskaya Street, where it will merge into the Odintsovo toll bypass. This is the first highway in the capital, built under a concession agreement with a private investor: travel on it will be paid. The concessionaire is JSC New Concession Company (part of the group of the management company Leader). The volume of investments is 68 billion rubles, fares have not yet been announced.

In 2023, the comprehensive program for the reconstruction of interchanges on the Moscow Ring Road, which started in 2012, is also being completed, the mayor said: 19 interchanges have been updated in more than ten years. “In total, taking into account side passages and transitional speed lanes, about 167 km of roads were built,” Sergei Sobyanin said. Currently, work continues at the intersection with Verkhnie Polya Street and at the interchange with Lipetskaya Street.

After 2023, the city authorities will continue road construction, but it will be more local. One of the objects is the new road Solntsevo-Butovo-Varshavskoe highway, in fact, the southern understudy of the Moscow Ring Road. Most of the route has already been built and opened, it remains to design and complete the section in the Butovo region, the authorities promise to do this before 2026. The City Hall is also building an understudy of Lublinskaya Street, the first section of which the authorities promised to open in 2023.

Federal road workers also have plans for 2023 in the Moscow region. One of the most anticipated objects is the M-12 Moscow-Kazan highway (object of the Avtodor state company). Now three of its sections have been opened in the Moscow region and the Vladimir region, by the end of the year the builders must complete the entire route (the White House yesterday allocated 30 billion rubles for this), including the section bypassing Balashikha and Noginsk, which in the Nekrasovka area will flow into the MSD. It is interesting that the authorities position the diameter, M-12 and M-11, in fact, as a single road that will work in a seamless mode, but at the moment the fate of the traffic light at the intersection of Kosinsky Highway and Saltykovskaya Street is not clear. To eliminate it, it is necessary to build a junction, the territory planning project was ready in November 2022, the Moscow City Hall has not yet announced a tender for the construction. The problem is that the traffic light will seriously slow down traffic between the federal M-12 and MSD.

Rosavtodor, in turn, is completing the construction of a bypass of the Oktyabrsky settlement as part of the M-5 highway and will launch traffic on it also in 2023. Moscow region road workers plan to open after reconstruction the first section of Oktyabrsky Prospekt in Lyubertsy (it is doubled to eight lanes with the construction of an overpass), a route from Ostashkovskoye Highway to the village of Ulyankovo ​​in Mytishchi and a direct exit from Volodarskoye Highway to the A-105 road “Airport access Domodedovo” in the Leninsky district.
