The Ministry of Science and Higher Education of the Russian Federation gave Russian universities a few days to adjust the rules for admission of applicants and create an opportunity for graduates of schools in the Belgorod Region to enter universities not on the basis of the results of the Unified State Examination, but as part of “entrance tests in the form of an interview.” The decision was caused by the “difficult situation in the border areas.” The educational department of Kommersant explained that as part of the introductory conversations, “applicants receive an assessment on a hundred-point system, as well as on the results of passing the exam.” In the meantime, universities are in no hurry to comment on the order, referring to the fact that representatives of the admissions committees are on vacation before the start of the campaign.
On Monday, the Ministry of Education and Science urgently sent recommendations to all Russian universities to make adjustments “to local regulations that establish the rules for admission of applicants in the 2023/24 academic year.” The document concerns the admission of “persons who have completed their studies in educational institutions of the Belgorod region”, the territory of which is under shelling.
Belgorod graduates, without passing the unified state exam, can be admitted to higher educational institutions after “entrance tests in the form of an interview.”
The Ministry requires a report on the work done by June 8, 2023.
The list of schools, eleventh graders of which will be able to take advantage of this opportunity, approved Ministry of Education and Science in April 2023. In addition to the Belgorod region, educational institutions of the Kursk and Bryansk regions appear in it, but they are not discussed in the letter. Recall that back in February 2023, the head of Rosobrnadzor Anzor Muzaev declaredthat the possibility of obtaining a certificate without passing the USE for school graduates in regions bordering Ukraine is being “worked out” in order to “organize the safest possible exams”. “This is primarily the Kursk, Belgorod regions, there are fewer problems in the Bryansk region according to reviews from the field,” he emphasized. “There really are a lot of guys in the border regions who have been in a remote format for a long time.” According to him, this issue was also discussed in the government of the Russian Federation.
Mr. Muzaev then explained that the new option would apply to those school graduates who did not plan to take the exam this year. The Ministry of Education used such a mechanism in the midst of the coronavirus pandemic. In 2021, the department allowed those graduates who did not plan to enter universities not to take the exam. To obtain certificates, they could pass the state final exam in two subjects – Russian language and mathematics. According to officials, this form of certification is much easier.
In the Belgorod region this year 5243 eleventh-graders are graduating from schools.
Earlier, the regional authorities reported that 3,208 graduates of 284 border schools in the region studied remotely and now have a choice: take the exam or receive a certificate based on the results of semi-annual and annual marks over the past two years. “After conducting a quick survey of eleventh-graders, it became clear that the majority of graduates choose to take the traditional USE format,” Andrey Milekhin, Minister of Education of the Belgorod Region, said at the end of April. Due to the intensified shelling, the authorities decided to exempt school graduates from the Shebekinsky urban district from passing the exam. Speaking about this to President Vladimir Putin last week, the governor of the Belgorod region, Vyacheslav Gladkov, mentioned that a mechanism was being worked out for Shebekin residents to enter universities without exams.
The Ministry of Education and Science told Kommersant that the decision to facilitate the admission of school graduates of the Belgorod Region to Russian universities throughout the country was made “due to the difficult situation that has developed in the border areas of the Belgorod Region together with the Ministry of Education.” “Based on the results of passing the entrance examinations in the form of an interview, applicants receive an assessment on a hundred-point system, as well as on the results of passing the exam,” the department said. “Kommersant” was also interested in whether, due to the fact that some applicants will enter after an interview, the target numbers for admission to universities will change and whether a standard version of the procedure for such a mechanism for educational institutions will be offered.
The answers to these questions were not provided in Russian universities, to which Kommersant turned for clarification. So, the press services of several metropolitan universities at once reported that the specialists of the admission committees are currently on vacation before the start of the admission campaign, so it is difficult to formulate an action plan in educational organizations.
