As Kommersant discovered, a number of regional universities were forced to announce an additional set of applicants. Most of the vacant budget places remained in engineering and technical areas. As the main reason, universities cite the admission rules that have been in force for the second year already, which eliminated the so-called second wave of enrollment. However, other reasons could have also contributed to the shortage of applicants: a decrease in interest in these areas of study, as well as the socio-economic situation. According to Kommersant’s interlocutor in the Ministry of Education and Science, universities now have 2.8% of free budget places, while last year there were more.

For the second year in Russia, new admission rules have been in effect, which imply one wave of enrollment. Recall that earlier it took place in three stages. Winners of school Olympiads and holders of other benefits were enrolled in the zero wave. The rest of the applicants sent the USE results to the selected universities – a maximum of five. At the end of July, preliminary lists of those who could apply for the budget were published, depending on the results of state exams and internal competitions (if any at the university). At this stage, 80% of budget places were closed – mainly by applicants with high scores. However, the incoming “middle peasants” still had the opportunity to get on the budget. The fact is that excellent students applied to several universities and made the final choice already in the first wave. They took the original documents and consent to enrollment to the required university, at the same time “disappearing” from the lists of other universities. Therefore, in the second wave, applicants with average scores could remain on the list and wait to be promoted to the positions vacated by excellent students. Otherwise, they could take the documents to another university, where their chances of getting into the budget were greater.

However, in 2021, the second wave was cancelled. Immediately before enrollment, applicants had to evaluate their places in the competitive lists and make the final choice – to apply for only one faculty at one university.

Last year, the new rules caused outrage among graduates and their parents – they complained that they were forced to evaluate and shift their consent to enrollment at the last moment.

“In the last minutes of the work of the admissions committee, a person could drop 10–20 positions in the lists and fly out of the budget, and he no longer had time to transfer his consent to enrollment to another university,” the Change.org petition said last year.

Kommersant reported that last year this situation put universities in an uncomfortable position (see “Kommersant” dated August 26, 2021). Some of them, including the top ones, were forced to carry out an additional recruitment for contract and budget places, and a number of others – additional enrollment (when those who could not pass by points during the main competition are enrolled in the vacant places).

As Kommersant discovered, this year some universities again faced the same problem.

Despite the fact that orders for admission are due only on August 9, since the end of last week, a number of universities have notified applicants that they have a second chance. So, an additional enrollment was announced Russian State University of Oil and Gas (NRU) them. I. M. Gubkina, NRU Moscow State University of Civil Engineeringas well as St. Petersburg State Institute of Technology. The universities did not respond to Kommersant’s requests to comment on the reasons.

Perm National Research Polytechnic University (PNRPU) announced an additional enrollment for more than 200 state-funded places in the specialties “engineering”, “technological machines and equipment”, “oil and gas business”, “materials science and technology of materials”, “nanomaterials”, “mining” and “applied geology”. As Ruslan Garifzyanov, executive secretary of the PNRPU admission committee, explained to Kommersant, this is due to the admission of applicants in one wave: “A similar situation arose last year, when the admission procedure changed. Many students who did not enroll in Moscow and St. Petersburg universities are returning to us, and we are giving them the opportunity to enroll in an additional enrollment.” Also, according to him, earlier the specialties “mining”, “engineering”, “metallurgy” were more in demand. Now applicants are more attracted to IT-specialties, humanitarian specialties, construction and oil and gas equipment, he notes.

Rector Southern Federal University Inna Shevchenko told Kommersant that the university announced an additional enrollment, since not all budget places were closed. It is mainly open in engineering areas. “There are two reasons for the shortfall: the number of students who passed physics and profile mathematics is less than the places allocated for them,” she says. “And secondly, some applicants trying to choose a university for admission act more prudently and wait for the final lists. And when the second set comes, they already make a decision on admission.” However, in her opinion, the situation was influenced not only by the new admission rules, but also by the “socio-economic situation”, the number of those who passed the USE, as well as the number of those who chose one or another exam. In addition, SFedU set the minimum passing score higher than in some other universities: “Therefore, the number of applicants for admission is less than we expected.”

MEPhI rector Vladimir Shevchenko sees no fundamental difference between the two waves and the main plus additional set.

“An additional intake has become a common procedure that needs to be learned to use as a second wave,” he says. “In our opinion, in any case, the strategic winners are those applicants who know exactly where they want to go and consciously assess their chances. And not those who, until the last moment, are trying to guess in which university they will be able to get a budget place. All places were filled in the Moscow branch of the university, while Snezhinsky announced an additional admission, he noted.

According to Kommersant’s interlocutor in the Ministry of Education and Science, universities now have 2.8% of free budget places. He does not exclude that after the publication of lists of enrollment on August 9, this figure will be adjusted. According to his forecasts, no more than 2.5% of places will be directed to additional recruitment, while last year there were 6%.

The press service of the Ministry of Education and Science told Kommersant that as a result of the abolition of the second wave for applicants, the structure of the admission campaign has not changed: “The announcement of additional enrollment for the remaining vacant budget places can be equated with the second wave of admission.” The department claims that the two-wave admission rules, which were in effect until 2021, dragged out the process itself, increased the bureaucratic burden on educational organizations, “and also created unequal opportunities for applicants.”

Now applicants have more time to decide on study options and apply for enrollment, the Ministry of Education and Science insists.

And they remind that the competitive lists are published on July 27, and the acceptance of consent for enrollment ends on August 3. Previously, only two days were allotted to bring the original certificate to the university.

The ministry adds that over the past three years, the enrollment rate is approximately 99.5. According to the interim results of the admission campaign, compared to 2021, the number of applications for full-time education in this admission campaign increased by more than 40 thousand, and compared to 2020 – by more than 1.1 million.
