Another obligatory class hour is planned in schools – for the time being, a vague appointment

Throughout the year, the rumor “frayed” the new school order. The introduction of a single form, the return of drawing or payments for “fives” did not pass the State Duma or stalled later. But medical certificates for physical education, NVP and “labor education” were carried out by law. Do these innovations work, as well as “single programs for unified textbooks”? After all, they were talked about so much that parents had been expecting a new one since September …

According to parents, neither in different parts of the country, nor in Moscow and the region, they do not ask for a certificate for admission to physical education. The pioneer here was the Chelyabinsk region, where, referring to the changes adopted in the summer, some schools began to require a certificate.

“The bulk of the guys receive admission to physical education during the medical examination, when they determine the health group,” explains the acting. Minister of Education of the region Elena Kouzova. And such a need applies only to “children who require special learning conditions.” And about. the head of the local educational department compares the receipt of this document with the passage of the PMPK (Psychological-Medical-Pedagogical Commission). But after all, the PMPK is now a voluntary affair, hence so many problems with hyperactive, deviant students in ordinary classes. How should a physical education teacher define “special” children? After all, a child with epilepsy or a heart defect by eye is no different from others.

It is interesting that in some places near Chelyabinsk they decided to stay safe and they also ask for a “certificate of non-contact” (there were no contacts with infectious patients for 3 months). Which, at least, says that schools do not have a single sample certificate. But in general, it was completely in vain in the spring, when it became known about admissions, and at the end of August, parents besieged pediatricians – so far they are not required to “come with a certificate” to schools.

In the same way, nothing is heard about “labor education”. Where they used to be on duty, decorate classes, plant flowers, glue decorations – they continue to do so. Where there was none, it has not changed.

There are also “misunderstandings” with the NVP. Apart from the scandal with the director of the Nizhny Novgorod school No. 172, who dressed the first graders in camouflage on September 1, nothing is heard. Uniforms in the style of “military” are not issued, with the exception of cadet classes and corps, military schools – but it has always been like that there. Parents are also not forced to buy a uniform or ammunition. There are no changes to the schedules. Although back in February, the Ministry of Education sent out a “letter of instructions” to the regions regarding the “organization of the NWP” in schools.

– It is believed that the new life safety with elements of the NVP, “Fundamentals of Security and Defense of the Motherland” is called, will appear in schools in a year, – says teacher of the CVE, methodologist Anastasia Gordeeva. – Well, maybe someone will have time, who has a base for this, the same cadets or Cossacks. But a more realistic timeframe is 2026-2027. “The mills of the gods grind slowly,” you know that expression? And so in education, the system is very inertial. Schools need to allocate classrooms, purchase equipment, allowances, funds for all this, the main thing is to find or receive. To go out to tenders … And where to do drill training if there is no yard? There are such schools in the center of Moscow. Methodists need to develop programs, manuals, software, now everything is in constructors and on portals. There is no clarity with the personnel – who will teach? Previously, the NVP was led by former military men. But now life safety is a multidisciplinary subject that contains elements of social science and economics, first aid skills. And if there is a new teaching unit, for the position of “teacher of OBZH-NVP” it is necessary to make billing, a system of certificates, and introduce a qualification model. To teach such a specialty in pedagogical universities.

In addition, life safety is not available in every school. “This moment has generally fallen out of the discourse around the return of the NVP,” recalls Gordeeva. In 2014, life safety, along with other non-core subjects, was removed from the compulsory curricula. Lyceum and gymnasium schools, integration and others then reduced life safety to a minimum, leaving only 10-11 grades. And then nominally – they looked through their fingers at the OBZh pass for the sake of consultations to prepare for the Unified State Examination. And now it’s also like this: where life safety is carried out, starting from the 5th grade, and somewhere from the 10th.

“What kind of unified programs exist then?” Parents are perplexed. It is difficult for them to understand what educational standards are, it is easier to understand the same programs and textbooks, as “it used to be”. But it is not entirely clear to professionals how to equate “green” with “cold”. Even in Moscow, “works”, for example, are computer science workshops and cooking, for example. And there is turning practice, pottery, tailoring … And how to standardize all this?

Non-basic subjects are not limited to “works” with life safety. It is found in the “financial literacy” schedule from the 5th-7th grades, or from the 10th. “Project activity” also happens from the 5th, 7th, 10th, or it is not on the schedule at all. It turned out this way because since 2014 they have been striving for unification in schools, and in recent years, on the contrary, a course towards pre-vocational training.

In Moscow, the experiment started 3 years ago, the division of classes into areas starts from the 5th grade (and they want to spread it to the whole country). There are more hours of mathematics in the mathematical class (the main program), the humanities, linguists and natural scientists also have their own “extra hours”. Regardless of the “single programs”.

But what of the declared in schools will still be – mandatory class hours, most likely. Also from 5th grade. “Hours” in many timetables are already on – the first or last lesson on Friday. Class teachers are told that “it is mandatory, like a ROI.” True, according to the message from the teachers, so far we are talking about “simple class hours”. But, judging by the systematic plans that MK has already written about, general career guidance is starting in schools based on the website of a special national project.
