The State Duma adopted in the third reading package of amendments to the law “On military duty and military service”. The bill equates electronic summonses to paper ones, and for evaders it introduces a ban on leaving the country, driving and some property transactions. According to the authorities, the innovations apply to all those liable for military service. The main changes in the conscription system are in the material “Kommersant”.
Introduced new ways to send subpoenas:
- by registered mail,
- electronically through the portal “Gosuslugi”
- delivery through the MFC.
The old methods – delivery of the summons in the hands and through the employer – will be preserved.
The paper agenda will now be duplicated electronically at the State Services. agenda count received from the moment of its placement in the personal account.
If the summons is not recognized as delivered in person or electronically, then it will be considered as such after seven days after being placed in the Register of summons (it will store copies of the summons, information about the military enlistment office, the date from which the summons is considered served, as well as the date of appearance in the military registration and enlistment office, You can access the register through the “Gosuslugi” or the MFC).
As soon as the summons is considered served, the person liable for military service will not be able to leave Russia. Restrictions will be in effect until the conscript appears at the military registration and enlistment office.
You must appear on the agenda at the military registration and enlistment office on the specified day.

- a ban on state registration as an individual entrepreneur;
- ban on state registration of vehicles;
- a pause in the cadastral registration of immovable property or in the registration of rights;
- restriction on driving;
- refusal to conclude a loan agreement, loan agreement;
- a ban on registration with the tax authority of an individual as a taxpayer applying the special tax regime “tax on professional income”.
Regional authorities will be able to introduce additional restrictions for dodgers (for example, to receive payments, benefits, support measures), they can be appealed. Restrictions will be lifted after the appearance in the military registration and enlistment office.
Will be created Unified register of military servicementhey will collect: full name, phone number, passport data, SNILS, TIN, information about the driver’s license, place of residence, work, education, medical data.
According to Andrey Kartapolov, Chairman of the State Duma Defense Committee, the new rules affected not only conscripts, but all those liable for military service.
The amendments will come into force after the official publication. Prior to that, they must be approved on Wednesday, April 12, by the Federation Council and signed by the president.
