Amendments introduced to the State Duma on responsibility for organizing the activities of unregistered NGOs

State Duma deputies introduced amendments that introduce administrative and criminal liability for the creation and participation in the activities of branches of foreign non-governmental organizations (NGOs) that are not registered in Russia. This was announced by the chairman of the State Duma commission to investigate the facts of interference of foreign states in the internal affairs of Russia Vasily Piskarev, the message leads Telegram channel commissions.
The deputies propose to establish administrative liability for participation in the activities of an NGO that is not registered with the Ministry of Justice on the territory of Russia. For individuals, it is proposed to establish a fine of 5 thousand rubles, for officials – up to 50 thousand rubles, for legal entities – up to 100 thousand rubles. For foreigners and stateless persons, it is proposed to set a fine of 50 thousand rubles. with the possibility of administrative expulsion from Russia.
According to the amendments, criminal liability may threaten those who have previously been subjected to similar administrative punishment. The maximum term of imprisonment will be three years.
The amendments also propose to introduce a new ground for refusing to register a branch in Russia for foreign NGOs. The Ministry of Justice will be able to refuse those organizations whose divisions in Russia were excluded from the corresponding list during the previous three years due to violation of the law.
“Obviously, a foreign NGO that deliberately refuses to register its branch with the Ministry of Justice, that is, to act in accordance with the legislation of our country, cannot pursue any good goals. The work of such organizations is interference in internal affairs and an attempt to destabilize the situation in Russia. And responsibility for this is necessary,” said Vasily Piskarev.
