Deputy Chairman of the State Duma Sholban Kara-ool and First Deputy Chairman of the Duma Committee on Education Yana Lantratova (“United Russia”) appealed to the First Deputy Chairman of the Federation Council, Secretary of the General Council of the United Russia Andrei Turchak with a proposal to extend lump sum payments to the adult children of the deceased participants of the NWO. To do this, it is necessary to supplement the decree of President Vladimir Putin of March 5, 2022: it follows from it that in the absence of a family of the deceased, only brothers and sisters, regardless of their age, can become the recipient of the payment.

First Deputy Chairman of the State Duma Committee on Education Yana Lantratova and Deputy Chairman of the State Duma Sholban Kara-ool sent an appeal to the First Deputy Chairman of the Federation Council of the Russian Federation Andrei Turchak with a request to consider the possibility of lump-sum payments to adult children of dead servicemen (Kommersant has the text). The corresponding problem was identified as part of the work of the Duma subgroup on the mobilization of citizens and property, the text of the appeal says.

The document cites the appeal of 23-year-old Victoria Revina, whose father Yevgeny Revin died on March 4, 2023 during the SVO, but his daughter was unable to receive lump sum payments: she was denied receiving presidential, gubernatorial and even insurance payments on the grounds that she at the time of her father’s death, she had reached the age of majority and is not studying in educational institutions full-time.

According to Presidential Decree No. 98 of March 5, 2022 “On additional social guarantees for servicemen, persons serving in the troops of the National Guard of the Russian Federation, and members of their families”, 5 million rubles are paid to family members of those killed during the SVO. compensation. The categories of family members are defined in the federal law of 2011 “On the monetary allowance of military personnel and the provision of certain payments to them.” According to this law, the spouse of the deceased, his parents, children under 18 years old and children up to 23 years old who study full-time in educational institutions, as well as “persons dependent on the deceased” can count on compensation. In the absence of family members, lump-sum payments, according to the presidential decree of March 5, 2022, are due only to the brothers and sisters of the deceased, regardless of age. Mr. Revin’s parents died in 1996 and 2011, he has not been officially married to his ex-wife since the beginning of 2022, he had no brothers and sisters, and Victoria Revin “is the daughter of the deceased and his only blood and non-blood relative.”

The authors of the appeal ask Mr. Turchak “in order to eliminate the legislative gap” to consider the problem of payments to the adult children of the victims. They, in particular, propose to include this issue “in the monthly report to the president.”

Ms. Lantratova told Kommersant that residents of several regions approached her with this problem, and about a dozen messages came to her reception: “The current situation is a legislative gap. And first of all, the payment should be given not to brothers or sisters, but to children, even if they are adults. I think any parent would do that.”

It should be noted that Andrei Turchak heads the working group to ensure the interaction of public authorities and organizations on issues of mobilization training and mobilization, social and legal protection of Russian citizens participating in the SVO, and their families. The working group was created on the initiative of President Vladimir Putin in December 2022. Yana Lantratova and Sholban Kara-ool are also members of the working group.
