Admission to university in 2024: rules, deadlines and innovations

How applicants will be admitted to higher education institutions in 2024: deadlines for submitting documents and publishing information by universities, benefits, quotas and additional points – in the Kommersant certificate.

In November 2023, the Ministry of Science and Higher Education issued an order to amend the “Procedure for Admission to Universities” for 2024. All changes have already come into force, except for four points on the target quota, which will come into force on May 1.

Dates for publication of information on admission to universities in 2024

No later than January 20 — rules for admission to universities with information about areas of study, the number of budget places (without detailed quotas), entrance examinations, minimum scores, individual achievements, special rights, and the availability of a dormitory.

No later than April 10 — information on the number of budget places within the target, special and separate quotas.

No later than June 1 — information on the number of places in dormitories for nonresidents and the schedule of entrance tests.

No later than five months before enrollment in paid places – the number of paid places.

Schoolchildren will have to choose subjects to take for the Unified State Exam before universities publish the list of exams required for admission. However, you can adjust the list of items until February 1.

Admission and points

Different universities may require different exams for admission to the same programs. Also, for admission to creative or sports programs, it is required to pass additional entrance tests (DTE).

The university can independently determine the minimum scores for admission. If you fail to score the required number of points, your application for admission will not be accepted. Applications for admission can be submitted to five universities at once for five specialties in each. In each case, it will be possible to submit two applications – for a budgetary and paid department. There will be several waves of enrollment: first for preferential categories of applicants, then according to general competition.

Acceptance of original certificates will end in all regions on July 25 at 12:00 Moscow time. The deadline for accepting budget documents for all forms of education will end at the same time. Thus, applicants who do not pass the competition for the full-time course will not have the opportunity to go to the part-time course.

Individual achievements in 2024

For individual achievements, the university can award an additional 10 points to the Unified State Examination results. Points for multiple achievements are not cumulative. Additional points can be obtained for school Olympiads and competitions, a medal for a certificate with honors, a GTO badge, volunteering, and in some cases for a final essay.

In 2024, the following will be added to this list:

medal “For special achievements in learning”, 1st or 2nd degree (how to get such a medal);

high sporting achievements: having the status of world champion, European champion, winner of the world championship, European championship, status of champion of Russia and winner of the Russian Cup;

completion of military service by conscription, contract, mobilization in the armed forces of the Russian Federation;

stay in volunteer formations during the Northern Military District.

Benefits and quotas

The admission process takes place according to a separate competition for those who can qualify for preferential or targeted training. Orphans or children with disabilities are accepted for preferential education. Also, prize-winners and winners of school Olympiads from the RSOS list can enter without entrance exams.

In 2024, the following will be added to the holders of the right to enroll in quota education:

Heroes of the Russian Federation, persons awarded three Orders of Courage;

children of medical workers who died due to coronavirus infection (COVID-19) while performing their work duties – the right is valid only for admission to medical and pharmaceutical education programs;

children of SVO participants who died, were injured or became ill while performing military service duties;

children of SVO participants awarded the title of Hero of the Russian Federation or awarded three Orders of Courage.

Using these quotas, it will be possible to enroll without exams in areas where you do not need to take the DVI.

Within the framework of a separate quota based on the results of the Unified State Examination or entrance examinations conducted by the university, the following may apply:

SVO participants;

those called up for military service upon mobilization into the armed forces of the Russian Federation, who have entered into a contract for voluntary participation in the Northern Military District;

participants of the Northern Military District from the armed forces of the Donetsk and Lugansk People’s Republics since May 11, 2014;

children of the categories listed above;

children of military personnel, employees of federal bodies, internal affairs bodies of the Russian Federation, employees of the penal system of the Russian Federation, sent to other states and who took part in hostilities while on duty in these states.

These categories of applicants can choose between taking the Unified State Exam and internal exams at the university. To be admitted, you only need to overcome a minimum score threshold.

In 2024, the procedure for admission to the target quota has been changed

The target quota is studying at a university in the direction of the employer. The student studies for free, but then must work for at least three years in his specialty for the customer with whom the contract was concluded.

From 2024, employers will have to independently publish proposals for concluding an employment contract with preliminary training in a specialty on the “Work in Russia” website. Based on this information, universities will formulate the number of budget places and quotas for targeted training. Previously, an applicant could only enter into an agreement with an employer from his own region.

Now school leavers can apply for offers across the country. Also, the new rules oblige the employer to provide students with support measures: provide housing, pay for additional training, and provide the opportunity to do an internship in the company.
