Academician of the Russian Academy of Sciences on trial for the privatization of housing

A meeting was held in Novosibirsk on the appeal statement of physicist Alexander Aseev

The court of appeal in the case of Academician of the Russian Academy of Sciences, ex-chairman of the Siberian Branch of the Academy of Sciences Alexander Aseev was held on August 9 in the Novosibirsk Regional Court. The scientist is a defendant in a case of fraud related to the privatization of a service cottage on the territory of the Novosibirsk Akademgorodok. Neither the scientist himself, nor his defense of guilt recognize him, referring to the fact that the privatization was carried out legally, just as 80 other members of the Siberian Branch of the Russian Academy of Sciences did. One small nuance – the lawsuit is being held during the period of the country’s military special operation, when the knowledge and vast experience of a world-famous physicist, who has been developing advanced defense and security tools for decades, is very necessary for the country.

Alexander Aseev, according to his colleague, Academician of the Russian Academy of Sciences, ex-rector of Novosibirsk State University Nikolai Dikansky, is a representative of the famous Lavrentiev School of Scientific Personnel Training, a physicist who devoted his whole life to the development of modern engineering equipment and devices based on semiconductors. For 15 years he headed the largest in the country Institute of Semiconductor Physics of the Siberian Branch of the Russian Academy of Sciences. A.V. Rzhanova, starting from 2008, was twice re-elected Chairman of the Siberian Branch of the Russian Academy of Sciences – this was the first Siberian at the head of the Siberian Branch of the Russian Academy of Sciences in its entire history, whom many countrymen proudly called the scientific governor of Siberia.

Under him, on the direct instructions of the President of the country, the National Heliogeophysical Complex of the Russian Academy of Sciences, the Samoilovsky Island Research Station in Yakutia were created, and new academic institutes were created.

The Institute of Semiconductor Physics of the Siberian Branch of the Russian Academy of Sciences entrusted to him became the first organization in the country with a special heat and air supply system, where even the plumbers who controlled this system worked on computers already in the 90s! Otherwise it was impossible. It was here, according to Aseev himself, almost immediately after the discovery of highly sensitive semiconductors with quantum wells by Academician Zhores Ivanovich Alferov, their production began, requiring especially clean and modern conditions.

In 2012, at the initiative of Dmitry Rogozin, who at that time was the chairman of the board of the Military-Industrial Commission of the Russian Federation, the Center for Basic Research for Defense and Security was founded in Novosibirsk.

Semiconductors today are simply essential for satellite systems, for security systems, solar panels and medicine. To better understand their significance, I will give just one example. On the basis of semiconductors, under the leadership of Alexander Aseev, in the early 2000s, one of the most expensive products in the history of civilization, an infrared sensor, was created. A small plate of small diameter costs thousands of dollars. In conditions of absolute darkness, she can register in Moscow the heat from a match lit in Vladivostok! Such photodetectors are installed, for example, on Russian satellites to track many events on Earth. The mere fact that under Aseev the Siberian Branch of the Russian Academy of Sciences began to actively develop modern defense technologies, in which Russia is the leader, also speaks volumes.

Well-coordinated work in the field of high-precision instrumentation is impossible without solving the problem of providing young scientists with housing. Today, everyone who works in the academic institutions of the SB RAS has the opportunity not only to get a service apartment, but also a separate cottage in the housing associations of the Novosibirsk Academic City – and this is also the merit of the ex-chairman.

Now about the sad things… Let us recall that the academician is charged with the fact that after the announced privatization in the Novosibirsk Academgorodok, he, like many of his colleagues, re-registered the housing in which he lived with his family on the basis of service and social employment contracts. More precisely, he registered the house on his daughter, since he himself had the right to free privatization (it is given once in a lifetime) was used earlier. By the way, immediately after privatization, he transferred the property of the SB RAS to the ownership of the only apartment in which his entire family had previously lived.

The defense and his colleagues, of course, insist on the academician’s acquittal and recognition of his right to rehabilitation for unfounded criminal prosecution.

According to Academician Dikansky, the arguments of the investigation, based on speculation about the alleged criminal intention of Alexander Leonidovich, are groundless, and the unleashed persecution of the honored person who has done a lot for Siberian science and the country is a link in the pogrom of science that is taking place after the reform of the Russian Academy of Sciences.

In one day, the court failed to consider the appeal (the statement of the academician’s lawyers amounted to 195 pages). The next meeting is scheduled for August 31st.
