A resident of Novosibirsk was eaten alive by flies and cockroaches

In Novosibirsk, almost in the center of the city, an incapacitated man lived for many years without documents, without care or medical care. Moreover, his own mother reduced the joint apartment to the state of a cesspool. The floor and walls are covered with cockroaches and flies, the toilet is broken, there is no bath, the rooms are filled to capacity with garbage. In one there live cats – their number sometimes reaches 60 individuals, and in the other – the incapacitated son of the owner lies on a mattress.

As it turned out, both the guardianship and trusteeship authorities and the city administration were well aware of the situation in the bad apartment.

The local HOA received batches of complaints from residents. The whole house complained about the terrible stench and unsanitary conditions in one of the apartments. Neighbors demanded that the troubled tenants be evicted or at least pest control carried out.

The building managers initiated the visit. Entering the bad apartment, they were stunned. In one of the rooms there lived countless cats (there were 60 of them), and in the other there was a man lying on a dirty mattress in a pile of rags. His entire body was covered with insect bites that littered the floor, walls and even the ceiling. Cockroaches and flies also freely crawled over the man. He was conscious, with a meaningful look, but could not speak or move. He also did not respond with gestures, but greedily attacked the food that was offered to him by the neighbors who came in with the management company.

Tamara, the owner of the apartment, said that the man was her son. He is 36. He is incapacitated. Sometimes he has epileptic seizures. However, the woman did not provide any medical certificates or certificates. My son’s passport was also not found. It turned out that Ivan simply did not have documents.

– We contacted the administration of the Oktyabrsky district, the regional guardianship and trusteeship authorities. We received replies from everywhere. So a year passed. The only thing we managed to do was remove 60 cats from their apartments. But the situation has not improved much,” Chairman of the Homeowners Association Kirill Ermolin told MK.

As for Tamara’s neighbors, the neighbors said: “She has obvious deviations. She spends her days collecting garbage from dumpsters and dragging it home. He feeds his son what he finds. She hasn’t been seen sober for a long time.”

The most active residents of the house also sat down to write letters to the administration and the district department of guardianship and trusteeship, but also received replies. Several times an ambulance was called to Tamara, hoping that the doctors would take the incapacitated man to the hospital, but the owner either did not open the door or deliberately ran away from the apartment.

– The problem is that Ivan did not have any documents. And since there are no documents, they refused to deal with it, suggests the chairman of the HOA.

“She lives in isolation,” the neighbors say. – You can’t just go visit her. How can I find out what happened to her son? Our souls all ached. We offered food and cleaning. But she just snaps and slams the door. At some point, the men even discussed that they would get together, knock down the door and take the man to the hospital, but they did not dare. I didn’t want to get into trouble with the law.

The situation moved forward when one of the neighbors managed to get into the apartment and film the entire situation on video. The footage was posted on social networks and was seen by local journalists and bloggers. It was they who managed to get an ambulance to arrive and Ivan to be hospitalized. Doctors found that the man is able to move independently, but he is so exhausted that he cannot do it. The lack of physical activity also had an effect: for the last 10 years the man had clearly not risen from the mattress on which he was lying in the middle of the rubbish brought by his mother from the trash heap.

“Vanya cannot return home,” local residents are sure. – In this apartment the cockroaches will simply eat him. It would be good if after the hospital Vanya went to a specialized institution with medical care. They will finally put him on his feet there. Most likely, Ivan is not so severely disabled. He just wasn’t looked after for a long time.

Thanks to the activity shown by the neighbors, the situation in the house on Vybornaya Street became of interest to the Investigative Committee of Russia for the Novosibirsk Region. The head of the department ordered to organize a pre-investigation check into the improper conditions in which a family from Novosibirsk lives.

As for the “bad apartment,” cleaning has been going on here for three days now. The HOA managed to persuade Tamara to part with her garbage. According to the chairman, six containers of rubbish have already been removed from the two-room apartment, but there is still a lot of it there. After cleaning, disinsection will be carried out. But they decided to keep the next batch of cats. There are only four of them so far.
