A report may be drawn up against Nadezhdin for unreturned donations

An administrative protocol may be drawn up against Boris Nadezhdin, who wanted to run for president from the Civil Initiative party, due to non-return of donations. This was announced by Deputy Chairman of the Central Election Commission Nikolai Bulaev. Boris Nadezhdin has not yet commented on this statement.

“The debt to return money illegally received is 1 million 125 thousand 786 rubles. Within 10 days this money was not transferred and was not returned. Therefore, as I understand it, we will need to draw up a protocol on an administrative violation either against Boris Borisovich or the financial commissioner,” Nikolai Bulaev said at a meeting of the commission, his words were quoted by RIA Novosti. The deputy chairman of the Central Election Commission clarified that on the day of consideration of the issue of registering Boris Nadezhdin, on February 8 at 12:49, there were more than 1.3 million rubles in his election account, and at 13:34 – 5 thousand rubles.

A voluntary donation to a candidate’s election fund must be returned no later than 10 days from the date of receipt if the donor sent the funds anonymously or if the amount exceeds the maximum allowed by law. For violation of the rules for transferring funds to the election fund under Art. 5.50 of the Code of Administrative Offenses of the Russian Federation provides for a fine of 10 thousand to 20 thousand rubles.

During the entire campaign, the Civil Initiative candidate managed to collect 102 million rubles in donations. After the refusal to register Boris Nadezhdin, the Central Electoral Commission suggested freezing his election account. However, the politician assured that his team managed to “reset the account to zero before it was blocked.” “Zero in the account. They spent 80 million on signatures alone. The remaining 22 million are media, rent, staff,” said Daily Storm Boris Nadezhdin.

The CEC commission, out of 105 thousand signatures provided by Boris Nadezhdin, invalidated 9 thousand, out of an acceptable 5.25 thousand. Mr. Nadezhdin called the decision to refuse registration as a candidate as expected. According to him, in total he managed to collect more than 200 thousand signatures in his support. After the CEC refused to register him, he filed three lawsuits with the Supreme Court. Claims regarding the form of the statement for verifying signatures for registration of candidates, as well as a claim regarding the procedure for collecting signatures, have already been filed rejected court.
