A bill has been submitted to the State Duma that will protect the interests of the common-law wives of dead and missing participants in the military operation in Ukraine, said Andrei Turchak, secretary of the general council of the United Russia party.
“The working group on SVO, in co-authorship with senators and deputies of the State Duma, introduced a bill that would protect the interests of the “actual” families of the dead and missing participants in the special operation. We are talking about relationships that were not formalized in the registry office before the SVO, but where in fact the serviceman served as a spouse and breadwinner,” said Mr. Turchak in his Telegram channel.
According to him, if the bill is adopted, if a man and a woman lived together for at least three years (or at least one year if they have a common child) and ran a joint household, then such a relationship after the death of a participant in the military operation in Ukraine can be recognized as a marriage through court in special proceedings. He emphasized that after the court’s decision, the “actual spouse” of the SVO fighter will have the right to claim an inheritance and receive the benefits provided by law from the state.
The authors of the document, according to the database of bills on website State Duma, there were 12 members of the Federation Council and 16 deputies of the State Duma (13 of them represent United Russia, and one deputy each from the Communist Party of the Russian Federation, the Liberal Democratic Party and A Just Russia signed the document).
In February 2023, the Russian President signed a law according to which military widows and widowers will receive one-time social support in the amount of 5 million rubles, as well as monthly payments. They were received by the legal family members of the deceased.

In the laws, he said, there are mechanisms for establishing the fact of residence in such a union. He emphasized that such unions often have common children. In January 2024, the head of state instructed the government of the Russian Federation to develop separate support measures for the civilian wives of deceased participants in hostilities on the territory of Ukraine.
