The new system of higher education in Russian universities will be introduced from September 1, 2025, said Deputy Head of the Ministry of Education and Science Dmitry Afanasyev. According to him, by this time the layout of the new system will be formed, and new educational standards will be approved.

Mr. Afanasyev raised this topic at a meeting of the Committee on Science and Higher Education in the State Duma. He clarified that the new standards, unlike the current ones, will be developed not for individual areas, but for enlarged groups of specialties. It is expected that they will “ensure the flexibility of educational programs,” but they will highlight “the fundamental core that is mandatory for each direction,” RIA Novosti reports his words.

In June 2022 at the Ministry of Education and Science statedthat all Russian universities were excluded from the Bologna process. The Russian authorities decided to abandon the Bologna system (implies the division of the educational process into four years of bachelor’s and two years of master’s) and create their own. Ministry of Education and Science supported the idea of ​​leaving the master’s program with a non-core bachelor’s degree.

The government also intends to adjust the conditions of the state program for the development of universities “Priority 2030”, the effectiveness of which previously raised questions. To achieve this, it is planned to change the requirements for universities that are candidates for receiving grants. In particular, they will be required to co-finance their development program.
