A mechanism has been developed in Volgograd to rename the city Stalingrad

A bill providing for a mechanism for renaming Volgograd to Stalingrad has been submitted to the regional parliament for consideration. Document called “On the administrative-territorial structure of the Volgograd region”, among its authors is the chairman of the regional Duma Alexander Bloshkin.
The law was developed to bring regional legislation into line with federal legislation, says the text of the explanatory note. In particular, the document proposes to clarify the legal mechanism for renaming settlements and identifying citizens’ opinions on relevant initiatives.
Among the reasons for renaming, the bill provides for the intention to return names to administrative-territorial units or settlements that are “widely known in the past and present.”
If the regional parliament accepts a renaming proposal for consideration, the Duma, within five calendar days, places the relevant information in the public domain, and also publishes information about the referendum. It is assumed that during the procedure the authorities will learn the opinion of citizens on the name change; the expression of will itself will take place in accordance with the law on referendums.
If citizens support the proposal, the regional legislative body notifies the executive body of this and reports possible costs. The financial and economic justification for the project indicates that no additional budget expenditures will be required for its implementation.
It is separately noted that if the regional center is renamed, the region may retain its previous name.
Volgograd received its current name in 1961 after being renamed from Stalingrad; until 1925 the city was called Tsaritsyn. In recent years, the initiative to return the previous name has become more frequent in the region and regional center. Currently, Volgograd is renamed Stalingrad several times a year.
