A draft proposal on the abolition of acquired citizenship for a fictitious marriage has been submitted to the State Duma

Legislative Assembly of the Kaluga Region contributed to the State Duma a draft law on the abolition of acquired Russian citizenship for fictitious marriage. The authors propose to amend the Federal Law “On Citizenship of the Russian Federation”.
The submitted document specifies the concept of “forged documents or knowingly false information”, which are the basis for canceling the decision to acquire Russian citizenship. It is, the authors explain, about a fictitious marriage, the invalidity of a certificate of proficiency in Russian, knowledge of the fundamentals of the legislation of the Russian Federation.
“The fact of the use of forged documents or the communication of deliberately false information is established in court,” the bill says.
According to the statistics cited by the authors of the document, in 2022, 203 cases of possible fictitious marriages were identified in the Kaluga region, as well as 501 cases of issuing a certificate for knowledge of the Russian language to people who did not speak it.
At the end of 2021, Rossiyskaya Gazeta informedthat swindlers began to use the fact that when registering a marriage of foreigners with Russians, he or she receives benefits for acquiring citizenship of the Russian Federation. Swindlers contributed to the marriage of Russians with residents of mainly countries of the former USSR, the divisions of the Ministry of Internal Affairs of the Russian Federation on migration issues began to selectively check the legality of such marriages.
Since the beginning of 2022, 220 facts of fictitious marriage registration have been revealed in the Russian Federation, for 11 months of 2022, the Ministry of Internal Affairs issued about 400 decisions to cancel residence permits in the Russian Federation for foreigners who had previously married Russian citizens. Against the background of these statistics, by January 2023, the Ministry of Internal Affairs of the Russian Federation prepared law on the exclusion of fictitious marriages for migrants.
