A group of deputies submitted a draft law to the State Duma, which proposes to abolish competitive procedures for public procurement in the field of rental housing for employees under a military contract. The relevant document is published on website State Duma.
The bill proposes to amend the law “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs.” In particular, it is proposed to allow the federal authorities to rent housing for the military from a single supplier, without holding a tender. It is clarified that we are talking about housing for the military, who are serving under a contract outside of Russia.
In the explanatory note, the deputies recall that federal agencies provide military personnel and their families with rented housing in the absence of free office space and places in the hostel. Now the rental of such housing can only be carried out in accordance with the law on public procurement, which provides for a competition among suppliers.
“Holding a tender that provides for the rental of residential premises in order to provide them to military personnel discloses information about the locations of military units (organizations, institutions), the minimum number of military personnel serving in the relevant locality, and may also lead to the disclosure of ongoing activities,”— stated in the explanatory note. It follows from this that the competition may lead to the disclosure of information constituting a state or other protected secret, the deputies noted.
