A draft law on regulating the operation of recommender technologies on the Internet has been submitted to the State Duma. About it in my Telegram channel informed author of the amendments, Deputy Chairman of the Information Policy Committee Anton Gorelkin.
“His main goal is to make the mechanisms of recommendations transparent and prevent their use for illegal purposes,” the deputy explained the need for his initiative. Gorelkin refers to the fact that recommendation algorithms on major digital platforms are used for marketing and political manipulation, and psychologists are already diagnosing “algorithmic anxiety.”
bill offered amend the Federal Law “On Information, Information Technologies and Information Protection” and supplement it with Art. 12. The deputy worked on them “for almost three years.” According to Gorelkin, this will be the first Russian bill aimed at regulating a product created by artificial intelligence. The initiative was supported by the government.
The deputy proposes to oblige resource owners who use recommender algorithms to inform users about such a tool and describe the entire mechanism of its operation and data collection.
At the same time, Gorelkin proposes to give Roskomnadzor the right to request information from the owners of the resource about recommender technologies, to demand the elimination of violations of Russian law found, and in case of failure to comply with the requirements, to block access to it. According to the explanatory note, in order to carry out this work, Roskomnadzor will need to allocate an additional 24 million rubles. in 2024 – 2026
“Abuse must be stopped, we cannot allow algorithms to be a weapon of information warfare. It is planned that the regulator will have the opportunity to influence those who, using recommender algorithms, deliberately violate the laws of the Russian Federation and do not respond to warnings,” Gorelkin noted. He also hopes that his initiative will force developers to take a more responsible attitude to the use of artificial intelligence technologies.
