A bill on maintaining obligations to pay alimony from the monetary allowance of a serviceman captured or missing was submitted to the State Duma by a group of senators. Among them are the heads of the committees of the Federation Council of the Russian Federation on defense and security and on social policy – Viktor Bondarev and Inna Svyatenko, TASS reports.
The explanatory note states that now, according to the law, a serviceman who is captured or held hostage, missing or interned in a neutral country, retains monetary allowance, which is paid to his wife or other members of his family who lived together with him “at the time of the occurrence of these circumstances.”
The Federation Council proposes to expand the composition of the recipients of funds “by other family members who previously received alimony from the serviceman.”
According to the authors of the bill, “the conviction of a serviceman in the care of the state for all members of his family”, including those who are dependent on him, “will increase the power of the Armed Forces of the Russian Federation and confidence in the strength and security of the rear of our army.”
The letter of State Secretary – Deputy Minister of Defense of the Russian Federation Nikolai Pankov, attached to the bill, states that such changes will not increase federal budget expenditures.
