A draft law on the distribution of state-funded students has been submitted to the State Duma

The State Council of Tatarstan proposed to oblige state students to work for three years on distribution, in case of refusal, to reimburse the state for tuition costs. Corresponding amendments to the Federal Law “On Education in the Russian Federation” made to the State Duma and registered on April 27. As justification, the authors point to the urgent need from the end of 2022 for personnel at the enterprises of the military-industrial complex (DIC).
Admission of citizens to educational organizations at the expense of budgetary funds is carried out subject to the conclusion of an agreement on the further employment of a graduate by distribution according to the qualifications he receives, the amendments to the Federal Law say. The term of employment of a graduate by distribution is three years, in case of refusal of a graduate from employment by distribution, the cost of training is subject to reimbursement to the appropriate budget.
“This draft law will ensure that young specialists are guaranteed jobs according to their qualifications for a period of at least three years upon completion of training, which in turn will contribute to the staffing of defense industry enterprises and priority sectors of the economy of our country,” the explanatory note says. To date, the need for defense industry personnel is about 5.5 thousand people, the document says.
In November 2022, Defense Minister Sergei Shoigu declaredthat the state defense order (GOZ) in 2023 will be increased by 1.5 times, which will provide troops with weapons and equipment by 97%. In March of this year, President Vladimir Putin declaredthat the shortage of personnel in the defense industry hinders the implementation of the state defense order.
