A draft law on “restaurant collection” for the needs of a special operation has been submitted to the State Duma

To the State Duma introduced the draft law “On the restaurant fee for additional support for participants in the special military operation, other persons and members of their families”, follows from the database of the lower house. The authors of the initiative were State Duma deputies from the Communist Party Mikhail Matveev and Vyacheslav Markhaev.
Food establishments are restaurants, bars and nightclubs – establishments where complex dishes, alcoholic and non-alcoholic drinks, confectionery and bakery products, etc. are prepared.
The size of the restaurant fee is 1% of the invoice amount for the services rendered by the catering facility. It is subject to transfer to the federal budget.
According to the bill, the restaurant fee is sent to the State Fund for Supporting Participants in the Special Military Operation Defenders of the Fatherland.
As stated in the explanatory note to the bill, the fund’s activities are aimed at providing support to “combat veterans who took part (contributed to the fulfillment of tasks) in the SVO in the territories of the DPR, LPR and Ukraine since February 24, 2022, the territories of Zaporozhye and Kherson regions since September 30 2022” and a number of other persons.
At the same time, the explanatory note clarifies that “the collection of a restaurant fee does not cause a negative public outcry on the part of visitors, since its collection is an insignificant part of the check (the percentage of tips in restaurants is much higher), but it will create a positive effect throughout the country to assist participants in a special military operation and members of their families.
On May 11, the Russian government approved the charter of the Defenders of the Fatherland Foundation. Its main goal and task is called the comprehensive support of veterans of the Northern Military District and members of the families of the victims. The document provides for assistance in various areas of social and professional life. We are talking about education and professional retraining, the provision of free psychological, psychotherapeutic and legal assistance, and more.
