A draft fine for riding an electric scooter while drunk was introduced to the State Duma

A bill introducing fines for users of electric scooters and other personal mobility devices (SIM), as well as bicycles, was submitted to the State Duma for consideration. The project provides for the introduction of fines for driving a vehicle while intoxicated, refusing a medical examination, leaving the scene of an accident, as well as for riding two people on the same electric scooter and for transporting children.

“I, together with the head of the Federation Council Committee Andrei Aleksandrovich Klishas and senators Irina Rukavishnikova and Vladimir Poletaev, today submitted to the State Duma a bill on the regulation of SIM and bicycles,” said TASS one of the authors of the project, member of the Federation Council Committee on Constitutional Legislation and State Building Artem Sheikin.

For driving a SIM card while intoxicated and refusing a medical examination, the bill proposes introducing a fine of 20 thousand to 30 thousand rubles. The previous version of the bill provided for the same fines for cyclists, but after revision they decided to leave the current sanctions for them. If a SIM driver or cyclist leaves the scene of an accident, the fine is proposed to be from 4 thousand to 5 thousand rubles, if the incident itself does not contain signs of a criminal offense.

For exceeding the speed of a SIM card or a bicycle, the bill envisages the introduction of fines from 500 to 800 rubles, if the speeding was from 5 to 10 km/h, from 2 thousand to 2.5 thousand rubles. for speeding by 10 to 15 km/h, from 3 thousand to 3.5 thousand rubles. – for exceeding 15-20 km/h. If the speed of a SIM or bicycle is exceeded by more than 20 km/h, the fine can range from 4 thousand to 5 thousand rubles.

If two people use the same SIM card at once, then, according to the draft, they will face a fine of 2 thousand to 3 thousand rubles. It is proposed to introduce a fine for transporting children in the amount of 5 thousand rubles.

This bill was supported by the Russian government on the condition that the project will be finalized. In February, the Moscow City Duma also developed and submitted for consideration to the State Duma a package of amendments to the Code of Administrative Offenses, toughening penalties for SIM users. The Moscow City Duma asked the federal authorities to speed up the adoption of a law on punishment for violating traffic rules on electric scooters.

Chairman of the State Duma Vyacheslav Volodin stated in early April, that companies that provide electric scooter rental services should be held responsible for traffic violations. Companies, he said, must do everything to ensure that e-scooter users comply with the rules.
