The Supreme Court of Udmurtia recognized that Nina Krivoshchekova from Votkinsk was illegally fined under the “rally” article. On June 28, the Supreme Court of Udmurtia considered Nina Krivoshchekova’s complaint against the decision of a lower court. Mrs. Krivoshchekova was found guilty under Art. 20.2 part 2 of the Code of Administrative Offenses of the Russian Federation (organization of mass simultaneous stay and (or) movement of citizens in public places that entailed a violation of public order). A fine of 10 thousand rubles. was appointed by the court after a video message to Vladimir Putin, which was recorded by several residents of Votkinsk in the spring of 2023. They asked to replace the pipeline and repair the roadway on Sovkhoznaya Street, emphasizing that they have been trying to reach out to officials with this request for more than 35 years.
“Sovkhoznaya is the central street of this district, dozens of streets depart from it, where several thousand people live. The last time asphalt was laid here was under the USSR,” Nina Krivoshchekova said in her address to the head of state. “There is no footpath here. Children go to school right on the road.
After the publication, employees of the Center “E” of the Ministry of Internal Affairs came to Ms. Krivoshchekova and accused her of organizing a mass protest event.

During the meeting of the Supreme Court of the Republic, Nina Krivoshchekova stated that she had not violated the laws: “We took advantage of Art. 33 of the Constitution of the Russian Federation (citizens of the Russian Federation have the right to apply personally, as well as send individual and collective appeals to state bodies and local governments.— “b”). We recorded a video and turned to Putin via the Internet. We didn’t even think of organizing a picket. We were near our homes, we did not interfere with anyone. People have gathered to address the president.”
As a result, Judge Gulnara Bagautdinova canceled the decision of the district court and terminated the proceedings.
The Votkinsk authorities have already promised to repair the pipeline and the road on Sovkhoznaya Street. At a meeting with Nina Krivoshchekova and representatives of the ONF, the head of Votkinsk, Aleksey Zametaev, promised to carry out repairs and lay asphalt on the required section in 2024–2025.
“I turn to our administration on many problematic issues of the city, not only on this road. We don’t like activists. But now we seem to have reconciled. Zametaev said to apply, we will solve problems, ”added Nina Krivoshchekova following the results of the court session.
