Deputies of the Novgorod Regional Duma adopted in two readings at once bill on the prohibition of inducing women to undergo artificial termination of pregnancy, reports TASS. For violation of the law, citizens are fined up to 5 thousand rubles.
According to the text of the law, inducement means forcing women to have an abortion through “persuasion, offers, bribery, and deception.” Informing a pregnant woman about the presence of medical indications for abortion is not considered inducement.
Liability for violations for officials ranges from 25 thousand rubles. up to 50 thousand rubles, for legal entities – from 100 thousand rubles. up to 200 thousand rubles. The offense “is considered committed regardless of whether” an abortion was performed, the document notes.
The Novgorod region is the fourth Russian region to pass a law banning inducing women to have abortions. Similar measures were introduced in Mordovia, Kaliningrad and Tver regions.
In several Russian regions, including Crimea, Kursk region, Tatarstan, Mordovia, and Chelyabinsk region, private clinics have completely or partially refused to perform abortions. As a rule, this happens after meetings with local officials. Today, December 13, Legislative Assembly of the Nizhny Novgorod Region contributed to the State Duma a project on removing abortions from the services of private clinics.
