Is it possible to calculate and stop a dangerous schizophrenic before the moment he uses a weapon?

We already asked this question a year and a half ago, when in May 2021 Ilnaz Galyaviev staged a shootout in a Kazan gymnasium, during which 9 people were killed and 32 were injured.

And now a new tragedy – this time in Izhevsk. 17 dead, 11 of them are children.

Now it turns out that 34-year-old Artem Kazantsev, who opened fire at the Izhevsk school, was also treated in the PND (psycho-neurological dispensary) with a diagnosis of schizophrenia. But this did not prevent him from having weapons and committing mass murder.

Why, in the year and a half that has passed since the previous execution, the deputies, who promised to come to grips with this problem, did not bother to tighten the rules for the mandatory registration of mentally ill people on the account and control over their condition, as well as for putting them into the hands of citizens with a psychiatric diagnosis did not hit the “trunk”?

As the psychiatrists themselves say, absolutely nothing has changed during this time.

“Many people who were previously treated with us legally have weapons, they legalized them,” the current psychiatrist told MK. – When a former patient comes to us for a certificate for authorities, they say, I want to become a hunter, we usually refuse him, then he runs to court with lawyers. He proves that his schizophrenia has passed, that he has completely recovered. And the fact that we have his medical history with appointments, discharges, it does not mean anything. No one has the right to violate his rights.”

– So what? Does he win such cases?

– Often enough. No one wants to get involved with this, since the legal concept of registration, as it was not, and is not. And no one is dealing with this problem. The man left the hospital – that’s all, then he is left to himself. Wants – is observed and drinks pills, wants – no. Exceptionally optional. We have no control over this process. And we can’t control it either.

Yes, if such a patient, while still under treatment, causes suspicion among psychiatrists, for example, declares that he has a weapon at home and wants to kill someone, doctors do not have the right to report this – there is Federal Law 323 “On the Basics protection of the health of citizens”, and in it the 13th article – “Compliance with medical secrecy”

By the way, the concept of “psychiatric registration” is not in this Federal Law either. And without the help of doctors, it is impossible to calculate the mentally ill in Russia. Or it is necessary to somehow change the 323rd Federal Law itself. But for some reason it’s all wrong.

It is necessary that laws, documents, orders be simple and understandable, and not contradict each other, not be written in such a way that their essence cannot be disassembled. So that we don’t ask our colleagues again: “How to understand this?” This is a vicious system. Now it is in such a state that it does not work at all. Everything is based on honesty. As before, there is no order for the exchange of information between psychiatric institutions, narcology has been separated from psychiatry, so narcologists do not see ours, we do not see them. Everything is torn apart… And if earlier it was difficult to control the receipt of weapons by mentally ill people, now, I’m afraid, it will become even more difficult… If only because there will be more people with weapons. What do they have in their heads?

– Just today, there have been several crimes across the country, in which something unhealthy is clearly felt. First, Izhevsk and Irkutsk. Another woman in Perm stabbed her daughter to death after arguing with her husband. A man set himself on fire at a railway station in Ryazan. Are people going crazy again because of this life?

– So far we have not had a large influx. Everything is as usual at this time of year. Rather, healthy relatives go crazy from everything that happens and induce our patients with their condition.
