33 protocols drawn up for demonstration and propaganda of LGBT – Kommersant

Since the beginning of the law banning LGBT propaganda, 33 protocols have been drawn up for demonstrating and promoting non-traditional sexual relations, said Alexander Khinshtein, chairman of the State Duma Committee on Information Policy, Information Technologies and Communications (United Russia). So far, three judgments have been issued on fines: in relation to Tricolor Cinema and TV Online (1 million rubles), Peers.TV (1 million rubles) and an official of Tricolor (200 thousand rubles).

Mr Khinshtein told Vedomostithat all protocols were drawn up in the second quarter, since before that there was a “test period”. Protocols were drawn up against online cinemas Start, More.tv, Ivi, Megafon TV, Beeline TV, as well as TV-3 Russia and TNT Music broadcasters.

Konstantin Dobrynin, senior partner at Pen & Paper, suggested that most of the violations of the law identified were related to the demonstration of non-traditional sexual relations. In his opinion, it is almost impossible to prove that the content was precisely propaganda.

In December 2022, President Vladimir Putin signed a law prohibiting the promotion of non-traditional sexual relations, pedophilia and gender reassignment. Fines for citizens range from 50 thousand to 400 thousand rubles, for officials – up to 800 thousand, for legal entities – up to 5 million rubles. Prohibited propaganda among persons of any age and demonstration of LGBT among children.
