There are 36.7 thousand children left without parental care in Russia. At the end of 2022, there were 34 thousand, reported “Izvestia” in the Office of the Presidential Commissioner for Children’s Rights in the Russian Federation.
However, there are about 20,000 more children who are temporarily placed in institutions by their parents, said Margarita Netesova, a lawyer for the Volunteers to Help Orphans charity foundation. According to the publication, official statistics on this indicator are not published. Svetlana Stroganova, program director of the Our Children foundation, suggests that there may be one and a half times more such children.
To place a child in a children’s institution, parents must send an application to the guardianship and guardianship authorities, and from them receive a referral to a specific organization. After that, a tripartite agreement is concluded between the parent, the guardianship authority and the organization. If the parent does not pick up the child at the end of the term, the management of the orphanage informs the guardianship authorities about this. This may be the basis for filing a lawsuit for deprivation of parental rights.
In July, the Federation Council approved a law that suggests that more information about how they live and are brought up in a foster family, including information about physical and emotional health, will be entered into the database of orphans. Some guardianship experts consider it “juvenile” to increase “surveillance of families” – and are asking the president to reject the initiative.
