Russia notes the highest level of toxicity and hostility from the United States in all directions, wrote in her Telegram channel, the official representative of the Ministry of Foreign Affairs, Maria Zakharova.
The diplomat explained that Moscow’s decision to postpone the session of the bilateral consultative commission (BCC) to a later date was made taking into account the “extremely negative situation in Russian-American relations.”
“In all directions, we note the highest level of toxicity and hostility from Washington. As part of the total hybrid war unleashed against us, almost every step of the United States in relation to Russia is subject to a pathological desire to harm our country wherever possible, ”Zakharova noted.
It is this aspect, according to her, that could not but affect the sphere of arms control. Nevertheless, the Russian side expects the United States to return to the full implementation of all provisions of the Strategic Arms Limitation Treaty (START) in 2023, the diplomat added.
On November 29, the Russian Foreign Ministry announced that the START talks between Moscow and Washington had been postponed to a later date. The United States, in turn, announced its readiness to hold a meeting of the commission on START as soon as possible.
START-3 was concluded in 2010 for 10 years, it was extended for another five years in 2021 with the coming to power of the administration of President Joe Biden. It is now the last arms control treaty between Russia and the United States in force. It provided for the reduction of strategic weapons to 700 deployed (and 800 in total) carriers (submarines, intercontinental missiles and heavy bombers) and 1,550 deployed warheads.
