Graduates of universities and colleges who find full-time jobs “in the main production units of enterprises in the ammunition and special chemicals industry” are offered a five-year deferment from the army. The corresponding draft amendments to Art. 24 federal laws “On conscription and military service” were introduced to the State Duma by a group of deputies of the LDPR faction (including the heads of the labor and sports committees Yaroslav Nilov and Dmitry Svishchev) and senator Elena Afanasyeva. The deferment is proposed to be given to engineering and technical workers directly related to the “development, production and assembly of ammunition.”

The explanatory note to the bill talks about the shortage of personnel at military-industrial complex enterprises, as well as the expansion of the social package and increasing the salaries of workers “to the industry average level for the region” as ways to solve this problem. “At the same time, these preferences made it possible to only partially resolve the issue of attracting workers to military-industrial complex organizations,” the document notes. “One of the measures to provide the industry with young personnel could be the possibility of providing graduates of secondary vocational and higher education organizations who went to work at military-industrial complex enterprises with the right to a deferment from conscription for military service.”
