The majority of IT students (82%) plan to work or are already working in their specialty, while almost two-thirds of such students positively assess their professional prospects in the Russian Federation. These are the results of a joint study by ANO Tsifrovaya ekonomika and ANO National Priorities — the experts studied the career plans of this group of young people for the first time. De facto, this is the first “targeted” program that led to the solution of the personnel issue in the industry with such a positive effect. However, taking into account the fact that it was provided with exceptional state support measures, the authorities do not plan to extend it to other educational areas, where the share of employees in the specialty is small, and the shortage of qualified personnel is high.
“Kommersant” got acquainted with the results of a study by ANO Tsifrovaya ekonomika together with ANO National Priorities, in which experts for the first time studied the career plans of students in IT areas of Russian universities. More than 5.5 thousand students from 133 Russian universities participated in it, two-thirds of the respondents (67%) are undergraduate students in IT areas included in the Computer and Information Sciences, Informatics and Computer Engineering, Mathematics and Mechanics groups. “, “Information Security”. The results of the survey show that the majority of respondents (82%) plan to work in their specialty in the field of IT after graduation or are already working in it. At the same time, almost two-thirds of respondents (62%) positively assess their career prospects in Russia – the most common rating on a 10-point scale is 7 and 8 points (they were chosen by 24% and 21%, respectively). The maximum score (10 points) was given by 11% of respondents, 9 points – by 6%.
During the survey, the experts also found that the majority of respondents are aware of the support measures for IT specialists introduced after the start of Russia’s military operation in Ukraine to retain valuable personnel for the state and prevent their outflow from the country: 85% were informed about the deferment from the army, mortgage — 63% of students. 42% of respondents already use at least one of them or are just going to do it. Almost a third of the respondents (32%) have not yet decided whether these measures are necessary for themselves, 18% found it difficult to answer, and only 8% are not going to use these types of support. “Thus, in order to reduce the potential relocation of talented specialists, it is necessary to raise the general awareness of students about support measures for IT specialists, as well as work out other measures that will be more relevant for them,” the report says: this could be support for employment or starting a business in the IT field.
De facto, this is the first “targeted” program to address the personnel issue in the industry with such positive results. “The survey that we conducted among HR directors of companies in the digital economy showed that the business is generally positive. Moreover, many note plans to expand the staff of IT specialists and develop their IT areas. This is facilitated, among other things, by the existing support measures – preferential mortgages, deferment from the army, grants for development, soft loans for new projects, and others, ”says Yulia Goryachkina, director of the “Personnel for the Digital Economy” direction of ANO Tsifrovaya ekonomika. According to Renat Lashin, executive director of ARPP “Domestic Soft”, the support measures provided by the state to the industry, including social ones, certainly contribute to the retention of qualified personnel within the country.
However, it is precisely because of this exclusivity that it is hardly possible to extend the relevant experience to educational areas where the share of employees in the specialty is small and the shortage of qualified personnel is large. So, as Kommersant previously reported, the Ministry of Industry and Trade asked that social support measures be extended to electronics developers, similar to those that the Ministry of Digital Development launched for programmers, but the authorities did not support the idea, fearing that in this case other industries would also request such support (see. “ Kommersant, May 18).
At the same time, there is another aspect to the issue of personnel shortage – a methodological one, which calls into question the need to disseminate the experience of the Ministry of Digital Development. According to Igor Polevoy, an expert of the Central Maritime Facility, the theses about the shortage of IT personnel can be exaggerated. “While the authorities are talking about shortages, the companies themselves do not always report problems with hiring. The question of how many graduates do not work in their specialty also needs to be studied separately in each professional group,” he notes. A separate problem may also be the general uncertainty of the outlook for the economy – as Elena Varshavskaya, professor at the Higher School of Business of the Higher School of Economics, notes, in order to fully manage the development of any sector of the labor market, a macro forecast for the national economy is needed. “If there are no estimates of the development of the industry, then no professional forecast of the labor market can be made,” she notes.
