The Yelansky garrison lost heating. Residents of the village of Poroshino, through social networks, appealed to the prosecutor’s office and the Ministry of Defense with complaints: “They show on TV that we are waiting for Europe to freeze, but it turns out that the military is chilling – the strength and power of the country.”

“The heating problem started about five years ago,” says Svetlana, a local resident. – We survived last winters more or less, although the boiler house was also turned off. But it seems that this year we are waiting for the apocalypse.

We live in a four-room apartment. Currently, the hot battery is only in the hall, but it does not heat the entire area. In the rest of the rooms, the pipes are barely warm.

We have insulated the windows, but this is not enough.

Bought three heaters that work almost around the clock. I set alarms at night to periodically turn the heaters on and off. It’s +18 degrees at home now. It’s scary to imagine how many degrees it would be without heaters. On the street while -11, windy, snowstorm. Winter hasn’t really started yet. What hell awaits us in frosts -40.

Children at home wear turtlenecks and pants, sleep in warm pajamas. All have woolen socks on their feet. But this did not save the children, they came down with a fever, runny nose and cough.

The city is in a panic. People call the emergency service, they answer: contact the resource workers. We call the resource officer, we are sent to the Ministry of Defense. Those, in turn, declare that the management company is responsible for the heat.

The head and lawyer of the administration of the Kalinovsky rural settlement shrug their shoulders, saying that the land belongs to the Ministry of Defense, they cannot do anything.

It turns out that no one needs a military town.

In addition to heating, we have problems with water. To wait for hot water from the tap, you have to drain the water for 10-15 minutes. Children do not really wash, do not wash. In addition, the water is rusty, either with sand, or it is mud. When it is lowered, it seems to be transparent. Recently there was no hot water in the apartment. But this problem, thank God, was resolved.

There are two gardens in our garrison. Until the children got sick, it was warmer there than at home. Now, I don’t know. The eldest son goes to school. It’s cold there too. Today the child went in underpants, trousers, a T-shirt, a T-shirt and a warm turtleneck on top. Came home, said he froze at school. On Wednesday and Thursday, classes were shortened due to the cold.

Another resident of the military camp says that in addition to heating and water, there is a problem with old houses in the city.

We came here in 1989. At that time, my children ran all winter at home barefoot and in shorts, – says Elena. – Every year the temperature in the apartment dropped lower and lower. Now the temperature in our house is +16. And in the far corner room in winter +14. When severe frosts hit, the temperature will drop to +9.

All winter we go home in warm clothes. We can’t constantly use heaters, because the wiring is weak, and electricity is expensive. Last winter, they paid for electricity monthly about 1.5-2 thousand. We pay about 3 thousand per month for heating all year round.

The heated towel rail in the bathroom has not been working for several years. Many times they called the masters, all in vain. The bathroom is very cold. We, adults, endure, hardened, but it’s hard for children.

To somehow keep warm, they changed the windows and the front door in the apartment. It didn’t get warmer. And you should have seen our entrances. To my knowledge, no repairs have ever been made. It’s scary to go into the hallway. You wonder if the wall will fall on you.

My friend lives next door. When he moved in, his apartment was in a sorry state. He took out a loan for repairs. Replaced the floor, batteries, sewers, pipes, taps. A few years later, a sewer burst in the apartment from above, all the shit sailed to him. Now he is facing the same problem again. All the shit is floating in the apartment again, the stench is terrible. For two weeks he waited for repairmen. They came and blamed the tenants. Recently, a staircase was poured with concrete in his entrance and a pipe was damaged. Again, all the shit floated into two apartments. And again, the alleged tenants of these apartments are to blame.

People have been driven into a corner, we do not know what to do and where to turn. Yes, many are afraid. Suddenly they are evicted to the street.

In addition to the military, many civilians live in the city – pensioners, divorced. If the military and members of their families are served by doctors in the medical battalion, then the civilians are left behind. There is no hospital for us here, we have to go to the district center. We are waiting for an ambulance for 40 minutes or more. But my husband was a military man until retirement, my son served for many years, my son-in-law was in high rank. But I have nothing to do with the military. Nobody needs elderly civilians.

The town is dying. Lots of destroyed houses. They are not taken down. New houses are not being built. And I want to live like a human being with children.”
