Yarovaya explained the need for criminal liability for Russophobia

State Duma Deputy Irina Yarovaya believes that the manifestation of Russophobia should be criminalized. She stated this during the XI St. Petersburg International Legal Forum.
She proposes to give a legislative definition of Russophobia. “We must, colleagues, in our legislation, I propose to discuss this, I express my point of view, absolutely precisely define Russophobia as a misanthropic ideology and establish independent criminal liability for Russophobia,” she said.
According to the deputy, this is necessary in order to “stop those who, <…> betraying the sovereign interests of their citizens and their countries, embarked on a Russophobia race.”
Ideas that it is necessary to give a legislative definition of Russophobia were expressed as early as 2022. In March 2023, Valery Fadeev, head of the Council under the President of the Russian Federation for the development of civil society and human rights (HRC), already stated that it was necessary to introduce an article for manifestation of Russophobia. He recalled that President Vladimir Putin instructed the Human Rights Council to figure out before May 1 whether a new article was needed or if existing ones were enough.
