Yaroslavl Governor Decided to Eliminate Most Development Institutions

A number of state and budgetary institutions in the Yaroslavl region will be liquidated in the course of personnel optimization. Governor Mikhail Evraev announced this in an interview with Vedomosti.
According to him, the administrative apparatus in the region was “wildly inflated.” In the fall of 2022, at the initiative of the governor, a third reduction of officials began, this process is currently 95% completed. “Moreover, I will say that we will definitely move further in a number of areas, because in some cases it is not one third, but two thirds. And some institutions will be liquidated altogether. For example, we have six development institutions. Well, why do we need six development institutions, if we can have one, maximum two? In such cases, optimization decisions will always be made,” Evraev said.
He clarified that the reductions are carried out “not in order to save money, but in order to create normal working conditions.” In addition, in the region, according to the governor, a KPI system will be introduced for the annual assessment of the performance of managers in the state and municipal service. “And there will definitely be measures of positive motivation. We want to seriously encourage those people who work well. If we build the motivation system correctly, we will definitely achieve success and we will have a huge development in all areas,” the governor said.
