Not only private businesses, but also customers of marketplaces will pay for the debts of Russian Post. This is the opinion of Internet trading market participants interviewed by Kommersant FM. They call the authorities’ plans to introduce an infrastructure payment for sites in order to pay off the losses of the state-owned company dubious. Russian Post itself came up with this idea back in May. Now the head of the Ministry of Economic Development, Maxim Reshetnikov, has confirmed that this option is being considered. As Federation Council Speaker Valentina Matvienko noted, the financial hole in the Russian Post budget is “growing and growing.” This is despite the fact that the authorities have approved many initiatives, for example, the sale of food and alcohol in branches. But, apparently, all that remains is to involve law enforcement officers with an inspection, Ms. Matvienko concluded.

Russian Post, in turn, assured that over the past six months they have reduced the loss by almost three times. And, as Sergei Novikov, a partner at the GRM law firm, calculated for Kommersant FM, if last year the company went into the red by 27 billion rubles. according to Russian accounting standards, then the loss could already be reduced to 12 billion rubles.

At the same time, fees from private businesses cannot cover such an amount, Mr. Novikov emphasized: “Only a few companies act as pure marketplaces, and first of all, Wildberries.

The company showed a turnover of 1.2 trillion rubles in six months. If this is compared with the results for the year, then in principle the amount of tax could amount to 3 billion rubles.

For Ozon, for example, this figure would be at the level of 1.5 billion rubles. Yandex can contribute about 1.2 billion rubles to the treasury. “Sbermegamarket” – about 125 million rubles.”

It would be possible to cover the debts of Russian Post with the help of budget subsidies. But the head of the Ministry of Economic Development, Maxim Reshetnikov, called business fees a more realistic option.

True, the parameters of these payments still need to be determined, and the state-owned company itself must provide some guarantees to market players. “Kommersant FM” sent requests to the largest marketplaces in the country. But they refrained from commenting.

The market position was voiced by the president of the Association of Internet Trade Companies, Artem Sokolov: “In order to ensure collection, businesses must earn more, transferring this into the price of their services.

All work of an Internet company, as a rule, is based on an agency model. Accordingly, she will have to increase the commission for agency services.

In order to pay more, the supplier will have to indicate a higher cost of the goods. As a result, the buyer will pay on average 3% more, depending on the product category.”

Market players themselves say that instead of fees, Russian Post could build up partnerships with private platforms. Moreover, over the last year the state-owned company announced a collaboration, for example, with Ozon and Yandex.Market. But no one is giving up on the idea of ​​fundraising yet.

At the same time, it is not clear why businesses should pay for the losses of a state-owned company, says entrepreneur Yuri Tsyrkunov, who sells goods for fishing and tourism on the marketplace:

“All sites shift these costs onto us, the sellers, although, it would seem, much more? There is no longer any point in being on marketplaces. I mean large-sized goods of domestic production, in which there is no crazy mark-up like on some low-quality cheap products or accessories.

I really don’t understand how Russian Post is connected with marketplaces and with us, the end sellers?”

This question is asked by almost all Kommersant FM interlocutors. Russian Post itself says that its main problem is the non-competitive conditions in which 27 thousand branches located in remote settlements find themselves.

The company cannot reduce their number and reduce costs due to social obligations. Marketplaces, on the contrary, plan to increase the number of order delivery points.
