On Wednesday, the creators of the Foundations of Russian Statehood course presented its concept at a meeting of the State Duma Committee on Science and Higher Education. One of these days, the training of the first teachers will start, and the course will begin to be taught to students in September. It involves, among other things, educating university students and conveying to them the values ​​that, according to the authors of the Foundations, are inherent in Russian civilization. In the meantime, the deputies were interested in whether it would be worth making the course obligatory for civil servants as well, and adding freedom and justice to the list of values.

The new training course was presented to the deputies by Olga Petrova, Deputy Minister of Science and Higher Education, and Andrey Polosin, scientific director of the DNA of Russia project. Before the meeting, the members of the committee received a presentation outlining the summary of the scientific discipline, which is planned to be taught to students of all specialties already in September.

“It is necessary to improve the teaching of socio-humanitarian disciplines as soon as possible,” the document said.

Its authors also explained that the “categorical apparatus” of such sciences contains distortions, the historical process in them is interpreted polar and blurred, and the expert community is strongly biased by its political position.

All these problems are supposed to be solved through the Fundamentals of Russian Statehood. Mr. Polosin, not without pride, said that more than 200 conferences and seminars were held to develop the course, with the participation of over 2 thousand university teachers, and the curriculum included only those provisions that did not cause them strong rejection and too heated discussions. According to Ms. Petrova, the first block of teachers will begin to be trained from April 11 at the RANEPA base.

The course will consist of five blocks: “What is Russia”, “Russian state-civilization”, “Russian worldview and values ​​of Russian civilization”, “Political structure of Russia”, “Challenges of the future and development of the country”.

“The course should become a starting component for changing the approach to building future professional activities and goal-orientation; change the training of engineers who maintain foreign technologies to the training of engineers who create new technologies; to change the training of specialists who meet their own needs to the training of specialists who are ready to respond to the systemic challenges that exist and the tasks that the state gives,” Andrey Polosin outlined the global goals. According to him, the “Osnovy” also has an educational goal aimed at the formation of a civic position.

In the materials for the committee meeting, they were also named: “Diversity (community, adaptability, stability), harmony (unity, spirituality, goodness), sovereignty (independence, own way of development, originality), trust (legitimacy, idealism, solidarity), creation (search for new ways of development), pioneering (freedom and will). Value orientations were adjacent to them: “Justice, responsibility, mission, stability”. And next to it, in the form of a pyramid, five main levels of these landmarks were indicated: society, individual, family, country, and – at the top – the state. The authors singled out communitarianism, conservatism, Russian cosmism and solidarity as the philosophical foundations of the concept, not forgetting to mention the Russian representatives of these currents of thought. Judging by the presentation, students will be taught not only through traditional lectures and seminars, but also through intellectual games, immersive performances and performances, thematic podcasts, discussions and debates on “civilizational issues”.

The deputies, however, had questions. So, Ksenia Goryacheva (“New People”) was interested in whether the course teachers themselves would be bearers of the right values ​​if, according to the authors of the project, their selection is not very strict. Andrey Polosin assured that every teacher who has been trained and received the appropriate certificate will meet three main criteria. “A) Has knowledge in this area. b) Know how to work with the audience. C) Takes an appropriate civic position,” the project supervisor listed this triad, adding that future lecturers, of course, have the right to their own opinion.

Also, Mr. Polosin was asked whether this course should be made mandatory for civil servants. “As a person who was a member of the Komsomol in the late 1980s and early 1990s and went through many rethinking of what is happening … There are such thoughts, but it’s too early to talk about the decisions made,” he answered carefully.

Finally, the first deputy chairman of the committee, Oleg Smolin (KPRF), admitted that he did not find in the list of values ​​those that, in his opinion, are not only included in the foundations of Russian civilization, but are also regularly mentioned in various documents, including those signed by the President of the Russian Federation . “I propose to mark freedom and justice among the values ​​of our civilization… Let’s not give up our traditional values,” the deputy urged. Andrey Polosin promised that these values ​​would be present in the full content of the course.
