The CMI budget, which finances most of the state medical care, has three main sources of income – these are federal budget funds, insurance premiums in the amount of 5.1% of the salaries of working Russians, which are received by the Federal Tax Service from employers, and contributions for the unemployed, which pay the budgets of the regions. According to the legislation, children, pensioners, students, registered unemployed, citizens engaged in caring for children under 3 years old, the disabled and the elderly are classified as unemployed. The same category includes those who do not work under an employment contract and are not registered with the employment authorities, with the exception of military personnel. The number of non-working population is calculated as the difference between the entire population of the region and those who are registered as payers in the Pension Fund accounting system.
