On April 1, 2024, a number of changes to the Road Traffic Rules will come into force. They will concern the rules for passing the exam and obtaining a driver’s license. What innovations await drivers can be found in the Kommersant information sheet.

Changes in the rules for applying for a driver’s license

Changes to the practical exam. From April 1, you can receive up to seven penalty points when taking a driving test in the city. Previously, it was allowed to get less than five. In addition, the dimensions will be increased to allow for turning in tight spaces. According to the new rules, they will be seven meters, instead of five.

New deadlines for retaking the exam. Now, after three failed attempts, you can take the exam again no earlier than in one month and no later than in three. According to the new rules, the fourth retake will be scheduled within six to nine months.

Changes in the list of documents for the license exam. Currently, to pass the exam, you need a passport, a document confirming completion of a driving school, an application, a receipt for payment of the state fee and a medical certificate indicating the absence of contraindications to driving. From April 1, SNILS will be added to this list, and for foreign citizens – a notarized translation of a passport.

Students from gray driving schools are not allowed to take the exam. The change will affect educational institutions where the necessary material and technical base exists only on paper. For example, a driving school does not have simulators or grounds. From April 1, a driving school will not be able to obtain and renew a license for educational activities without a conclusion on the compliance of the educational and material base. Students from such institutions will not be allowed to take the driver’s license test.

Changes in admission to the traffic police exam

From April 1, 2024, a number of people will be prohibited from taking the exam at the traffic police. The restrictions will affect:

— people deprived of a driver’s license;

— persons who did not appear at the military registration and enlistment office when summoned (they will also not be able to extend the validity of their license);

— those who did not fulfill the conditions for the return of rights after the end of their deprivation;

— people deprived of the right to engage in activities directly related to driving a vehicle;

– those caught for driving while intoxicated or who refused to undergo a medical examination (for them, the restriction is introduced for a year from the date of the decision on the administrative offense).

Changes regarding foreign driving licenses

From April 1, 2024, drivers with foreign licenses will have to obtain Russian licenses. These restrictions will also affect citizens of the Russian Federation. From April 1, international driving licenses will be invalidated:

– at the end of the year from the moment their owners receive or acquire a residence permit or citizenship of the Russian Federation;

– at the end of the year from the moment when a citizen of the Russian Federation who has foreign rights entered the territory of the country for permanent residence.

Continuing to drive with such a license after the end of the specified period will be regarded by traffic police inspectors as driving without a license. This offense is punishable by a fine of 5 thousand to 15 thousand rubles.

Persons who received Russian citizenship or a residence permit before April 1, 2024 will be able to exchange their foreign licenses for Russian ones until April 1, 2025 without passing additional exams.

An exception will be the driver’s license of Russians issued in Belarus and citizens of Belarus who have received a residence permit in the Russian Federation.

New rules for replacing foreign rights

From April 1, 2024, the issuance of Russian driver’s licenses on the basis of foreign ones will change. To obtain a license to drive vehicles of categories M, A and B, as well as subcategories A1 and B1, you will simply need to pass a theoretical exam at the State Traffic Safety Inspectorate and present a medical certificate authorizing you to drive a vehicle. In the case of rights of categories C, D, CE, DE and subcategories C1, D1, C1E and D1E, more effort will be required. It will be necessary to undergo training at a driving school, pass theoretical and practical exams at the traffic police.
