Churov Vladimir Evgenievich was born on March 17, 1953 in Leningrad (now St. Petersburg). In 1973 he graduated from the public (two-year) faculty of journalism of the Leningrad State University, in 1977 – a full course in physics.

From 1977 to 1991, he worked in various positions at the design bureau of aerospace equipment “Integral” of Leningrad State University. From 1982-1991 he was a member of the Communist Party of the Soviet Union. From 1990 to 1993, he was a member of the Leningrad City Council, a member of the Interprofessional Deputy Group faction, and a member of the commission on ecology. In 1991-1993 he was a member of the Free Russia party of the Vice-President of the Russian Federation Alexander Rutskoy.

Since 1991, he worked in the Committee for Foreign Relations of the Administration of St. Petersburg, which was headed by Vladimir Putin in 1992-1996. Worked his way up to Deputy Chairman—Head of the Department of the International Cooperation Committee. In 2003, he was considered for the Federation Council from the Leningrad Region, but did not get the required number of votes. In 2003, he was elected to the State Duma of the IV convocation on the list of the LDPR, took the post of deputy chairman of the committee on CIS affairs and relations with compatriots.

March 27, 2007 was elected chairman of the Central Election Commission, despite the lack of legal education. He was known for his eccentricity and flamboyant statements, he said that he would shave off his beard in case of unfair elections. March 28, 2011 was re-elected for a new term. As chairman of the CEC, he was repeatedly criticized by political parties for violations and falsifications during elections.

In December 2011, after the parliamentary elections, mass demonstrations took place demanding the resignation of Mr. Churov. In his post, he advocated the introduction of electronic voting and the installation of cameras at all voting points. The budget of the Central Executive Committee during the work of Mr. Churov increased from 12.5 billion rubles. in 2007 to 16.4 billion rubles. in 2016. On March 27, 2016, he left the post at the end of his term of office.

Since June 22, 2016 – Ambassador-at-Large of the Russian Foreign Ministry, supervised the monitoring of elections to foreign authorities.

Author of about 30 scientific papers, several hundred publications on social and political topics, scientific and artistic novels and stories for children. He taught a special course “International and Foreign Economic Relations” at the Faculty of International Relations of St. Petersburg State University and at the Faculty of Economics of the St. Petersburg Humanitarian University of Trade Unions. He was chairman of the scientific council of the Russian Military Historical Society. In 2019, he received the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

He was awarded the orders “For Merit to the Fatherland” IV degree, Friendship, Alexander Nevsky, medals. He was married and has a son.
