State Duma deputies from United Russia (ER) received traditional recommendations on working with voters, which this time cover the period from July 31 to September 17. In addition to the usual advice on supporting the participants in the special military operation (SVO) and on the implementation of the “People’s Program” of the party, parliamentarians are offered to help in word and deed United Russia candidates participating in the September elections. In addition, party members will focus on projects one way or another related to school education.

The next list of recommendations (Kommersant has it) this time is designed not only for three “regional weeks” (from July 31 to August 6 and from September 5 to 17), but also for the period of parliamentary recess (from August 7 to September 4 ), during which the deputies were also asked not to forget about party work.

Traditionally, the document opens with paragraphs about support of NWO members and their families in various forms – personal meetings, a “cultural program for fighters”, publications in social networks and the media.

At the same time, it is advisable for citizens to be reminded of the significant role of President Vladimir Putin, whose decisions “always lead to victories”, as well as the activities of the state fund “Defenders of the Fatherland” and a special working group on NVO issues, headed by Secretary of the General Council of the United Russia Andrey Turchak.

The basic thematic refrain is also the same – the consolidation of society in support of the front and movement towards victory.

Another topic familiar to the deputies, which is recommended to pay the attention of voters, is intermediate results of the implementation of the “People’s Program” EP. United Russia members are advised not only to tell citizens about how the party’s pre-election commitments are being fulfilled, despite external pressure, but also to participate in the monitoring of tender procedures and the construction of relevant facilities. “In fact, the party began to work on two fronts: the implementation of the People’s Program and assistance to the fighters of the NWO, their families and residents of new regions,” the document says. “But the People’s Program is still the top priority.”

Following the “basic” topics, party members are recommended focus on fall elections. “Each regional campaign of the party is a well-coordinated work of all representatives of the United Russia in the territory: the regional headquarters, the executive committee, factions in deputy assemblies, deputies and senators from the region,” the authors of the deputies admonish. Therefore, they must support candidates in their constituencies and directly participate in “mobilization work” and other pre-election activities.

Voters should also be informed that the lists of candidates from the United Russia have been updated by 60% (including due to the members of the SVO), and the party itself remains “the main political force in the country.”

The following several methodological blocks are united by another autumn theme – September 1. The red line is a reminder of the “unprecedented scale of the school overhaul program”, initiated by the United Russia. The deputies are invited to check the results of this work, assess the safety of pedestrian crossings near schools and kindergartens and attract new participants to the party campaigns “Get the child to school” and “Parental acceptance”. The list of possible cases includes handing over school supplies, checking the readiness of schools for the new school year, providing them with “physical and / or material assistance” (cleaning, gardening, repairs, etc.). And those who participate in the elections are addressed with a memo on how to congratulate them on the Day of Knowledge in social networks: for example, the post “should not contain the words“ congratulations ”and other words of the same root, but may be accompanied by a photograph of the candidate. At the same time, congratulatory letters from candidates “should be issued as campaign material and paid for from the election fund,” the authors of the document remind.

According to Mikhail Vinogradov, head of the Petersburg Politics Foundation, the work of deputies in the summer will be aimed at reminding voters both about themselves and about the autumn elections. “It is clear that there is a conflict here,” the expert points out. “On the one hand, this is the time of maximum activation of the campaigning process due to the approaching elections, on the other hand, the time of maximum passivity of the audience due to the holiday season.” In this regard, Mr. Vinogradov believes, we are talking about a “conservative scenario” of political work: “General habitual rhetoric plus adaptation to seasonality in the context of September 1.” Such tactics at least will not cause unnecessary negativity in the audience, the political scientist concludes.
