- Donetsk People’s Republic;
- Lugansk People’s Republic;

- forced examination of citizens and detention for up to 30 days;

- restriction of entry, exit and freedom of movement in regions where martial law has been introduced;
- prohibition or restriction on the choice of place of residence;
- a ban on leaving Russia;
- expulsion of foreigners;
- limiting the sale of drugs, alcohol, weapons and dangerous substances;
- prohibition of rallies and strikes;
- military censorship of mail and the media;
- control of telephone conversations;
- suspension of the activities of political parties, foreign and international organizations whose propaganda undermines the security of the country;
- increased secrecy at some enterprises and government agencies;
- temporary evacuation of enterprises, cultural values and the population.
Where the average level of response is introduced
In eight regions of Russia introduced medium level of response. It concerns:
- Republic of Crimea;
- Krasnodar Territory;
- Belgorod region;
- Bryansk region;
- Voronezh region;
- Kursk region;
- Rostov region;
- Sevastopol.
On their territory, the heads of regions can introduce a number of restrictions and measures:
- measures for territorial defense and civil defense;
- enhanced protection of public order;
- a special procedure for the operation and protection of the most important objects of transport, communications and communications, energy and other critical infrastructure;
- temporary resettlement of residents to safe areas with the provision of stationary or temporary living quarters;
- restrictions on entry and exit to the territory of the regions;
- restriction of the movement of vehicles, their inspection;
- control over the work of printing houses, communication and communication facilities, computer centers and automated systems, their use for defense needs.
